| 2 | | WHEREAS, The members of the Illinois House of | 3 | | Representatives are pleased to congratulate Dr. William McCoy | 4 | | on the occasion of his 25 years of dedicated service as Chief | 5 | | Apostle at Brothers Keeper Community Outreach Church; and
| 6 | | WHEREAS, Dr. William McCoy began his pastoral career in | 7 | | 1986, when he was assigned to serve at God's House of | 8 | | Deliverance Holiness Church; in 1989, he earned his Certificate | 9 | | of Ordination from the Pentecostal Apostolic Assemblies of | 10 | | Jesus Christ; in 1991, he graduated from the United Theological | 11 | | Seminary, where he was named Valedictorian; in 1993, he | 12 | | received an Honorary Doctorate of Divinity from the Apostolic | 13 | | Baptist Seminary in Evansville, Indiana; in 1994, he was | 14 | | consecrated as the Presiding Prelate Bishop of IPAE and AIMBK | 15 | | by Bishop Lester P. Bell and earned his Prison Fellowship | 16 | | Training Diploma; in 1995, he earned his Doctorate of | 17 | | Philosophy in Pastoral Theology from the International College | 18 | | of Bible Theology; and
| 19 | | WHEREAS, Dr. William McCoy has served as an Auxiliary | 20 | | Chaplain of the Cook County Sheriff Department since 1994; he | 21 | | has served as a Life Skills Facilitator with the Vital Issues | 22 | | Project; he has served as a board member of the Cook County | 23 | | Jails Alternative Schools L.S.C. since 1997; he has been a |

| 1 | | Certified Red Cross Instructor in HIV/AIDS Prevention & | 2 | | Education since 1997; he served as the Superintendent Parole | 3 | | Chaplain of Cook and Lake Counties for the Illinois Department | 4 | | of Corrections from 1997 to 2001; he served as Chief Police | 5 | | Chaplain and Administrator for the City of Harvey from 1998 to | 6 | | 1999; in 1998, he served as a Domestic Violence Facilitator for | 7 | | Western Judicial Services in Norris City; in 2000, he became a | 8 | | member of Mentors & Adult Probation Systems, the James Williams | 9 | | Ministry's Project Now, and the Southside Health Consortium; in | 10 | | 2001, he became Head Chaplain of FAITH, Inc. and joined the | 11 | | Cook County Circuit Court Mentoring Advisory Board of the | 12 | | Illinois Department of Corrections Chaplaincy Council; in | 13 | | 2002, he was elected to serve as President of the Illinois | 14 | | Community Chaplaincy Council; in 2009, he became a member of | 15 | | the Coalition for United Community Action Advisory Board; that | 16 | | same year, he became President of the South Suburban Action | 17 | | Conference and became a member of the IPAE-NETWORK Cook County | 18 | | Sheriff's Department Re-Entry Initiative and the Advisory | 19 | | Board of Cook County Clergy United, Inc.; he is also currently | 20 | | working with various NSP programs in Cook County; and
| 21 | | WHEREAS, Dr. William McCoy has earned numerous awards and | 22 | | recognitions for his work in his community, including the Good | 23 | | Samaritan Award for Outstanding Contributions for the | 24 | | Betterment of Humanity from the Illinois Adventist Prison | 25 | | Ministry Organization, an Honorary Doctorate of Humane Letters |

| 1 | | from the International College of Bible Theology, Certificates | 2 | | of Completion from the Central States Institute of Addiction, | 3 | | the Illinois Department of Corrections Training Academy, and | 4 | | the Illinois Alcohol & Other Drug Abuse Professional | 5 | | Certification Association, the Dr. Arthur M. Brazier | 6 | | Distinguished Service Award from the Apostolic Church of God, | 7 | | the Chaplain of the Year award from the Illinois Department of | 8 | | Corrections, a Certificate of Appreciation from Salvation | 9 | | Ministries, the Outstanding Community Service award from the | 10 | | Association of Black Social Workers, a Certificate of | 11 | | Appreciation from ANGEL TREE/A Ministry of Prison Fellowship; | 12 | | he has also been recognized in the National Directory of Who's | 13 | | Who in Executive Professionals; and
| 14 | | WHEREAS, Dr. William McCoy will be honored for his years of | 15 | | service during the Chief Apostle Dr. William McCoy and | 16 | | Co-Pastor Dr. Rose McCoy 25th Pastoralship Appreciation | 17 | | Service on October 15, 2010 and a Black Tie Banquet on October | 18 | | 16, 2010; therefore, be it
| 19 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | 20 | | NINETY-SIXTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we | 21 | | congratulate Dr. William McCoy for his many years of dedicated | 22 | | service and wish him continued success and happiness in the | 23 | | future; and be it further
