AMENDMENT TO SENATE BILL 1381

2     AMENDMENT NO. ______. Amend Senate Bill 1381 on page 11, by
3 inserting immediately below line 19 the following:
 
4     "Section 15.1. Selling cannabis to registered qualifying
5 patients and registered primary caregivers.
6     (a) A person or entity who is allowed to possess cannabis
7 for one or more patients' medical use under the laws of
8 Illinois or another state, country, territory, commonwealth,
9 district, or insular possession shall not be subject to arrest,
10 prosecution, or penalty in any manner, or denied any right or
11 privilege, including but not limited to civil penalty or
12 disciplinary action by a business or occupational or
13 professional licensing board or bureau, for transferring or
14 selling cannabis seeds to a registered qualifying patient or
15 registered primary caregiver.
16     (b) An organization registered with the Department of
17 Public Health to dispense cannabis to registered qualifying

1 patients and registered primary caregivers shall not be subject
2 to arrest, prosecution, or penalty in any manner, or denied any
3 right or privilege, including but not limited to civil penalty
4 or disciplinary action by a business or occupational or
5 professional licensing board or bureau for selling cannabis
6 seeds or immature cannabis plants to any other registered
7 organization or for transferring cannabis seeds to a person or
8 entity allowed to possess cannabis for patients' medical use
9 under the laws of Illinois or another state, country,
10 territory, commonwealth, district, or insular possession.
11     (c) A common carrier or agent of a common carrier may
12 transport cannabis, cannabis seeds, and related equipment to
13 persons who are allowed to possess the cannabis for one or more
14 patients' medical use.
15     (d) A registered qualifying patient, registered primary
16 caregiver, or an organization registered with the Department of
17 Public Health to dispense cannabis to registered qualifying
18 patients and registered primary caregivers may purchase
19 cannabis outside of the State of Illinois only once during his,
20 her, or its registration period."; and
 
21 on page 29, line 19, by inserting after "Illinois" the
22 following:
23 ", except as otherwise provided in Section 15.1 of this Act".
