SYNOPSIS AS INTRODUCED:
 
625 ILCS 5/11-1517 new
625 ILCS 5/11-1518 new

    Amends the Illinois Vehicle Code. Provides that a person commits crowding or threatening a bicyclist when a person driving a motor vehicle recklessly drives the motor vehicle unnecessarily close to, toward, or near a bicyclist. Provides that every person convicted of crowding or threatening a bicyclist shall be guilty of a Class A misdemeanor if the violation does not result in great bodily harm or permanent disability or disfigurement to another. Provides that if a crowding or threatening a bicyclist violation results in great bodily harm or permanent disability or disfigurement to another, the person shall be guilty of a Class 4 felony. Provides that a person commits Projecting or throwing missiles at bicyclists, a Class A misdemeanor, when a person projects or throws any missile (defined as any object or substance) at or against a bicyclist. Effective immediately.

1     AN ACT concerning transportation.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Illinois Vehicle Code is amended by adding
5 Sections 11-1517 and 11-1518 as follows:
 
6     (625 ILCS 5/11-1517 new)
7     Sec. 11-1517. Crowding or threatening a bicyclist.
8     (a) A person driving a motor vehicle shall not, in a
9 reckless manner, drive the motor vehicle unnecessarily close
10 to, toward, or near a bicyclist.
11     (b) Every person convicted of subsection (a) shall be
12 guilty of a Class A misdemeanor if the violation does not
13 result in great bodily harm or permanent disability or
14 disfigurement to another. If the violation results in great
15 bodily harm or permanent disability or disfigurement to
16 another, the person shall be guilty of a Class 4 felony.

18     Sec. 11-1518. Projecting or throwing missiles at
19 bicyclists.
20     (a) As used in this Section, "missile" means any object or
21 substance.
22     (b) A person may not knowingly project or throw any missile

1 at or against a bicyclist.
2     (c) A person who violates subsection (b) of this Section
3 shall be guilty of a Class A misdemeanor.
 
4     Section 99. Effective date. This Act takes effect upon
5 becoming law.
