AMENDMENT TO SENATE BILL 3661

2     AMENDMENT NO. ______. Amend Senate Bill 3661 by replacing
3 everything after the enacting clause with the following:
 
4     "Section 5. The Illinois Lottery Law is amended by adding
5 Section 10.8 as follows:
 
6     (20 ILCS 1605/10.8 new)
7     Sec. 10.8. Specialty retailers license.
8     (a) "Veterans service organization" means an organization
9 that:
10         (1) is formed by and for United States military
11     veterans;
12         (2) is chartered by the United States Congress and
13     incorporated in the State of Illinois;
14         (3) maintains a state headquarters office in the State
15     of Illinois; and
16         (4) is not funded by the State of Illinois or by any

1     county in this State.
2     (b) The Division shall establish a special classification
3 of retailer license to facilitate the year-round sale of the
4 instant scratch-off lottery game established by the General
5 Assembly in Section 21.6. The fees set forth in Section 10.2 do
6 not apply to a specialty retailer license.
7     The holder of a specialty retailer license (i) shall be a
8 veterans service organization, (ii) may sell only specialty
9 lottery tickets established for the benefit of the Veterans
10 Assistance Fund in the State Treasury, (iii) is required to
11 purchase those tickets up front at face value from the Illinois
12 Lottery, and (iv) must sell those tickets at face value.
13 Specialty retailers may obtain a refund from the Division for
14 any unsold specialty tickets that they have purchased for
15 resale, as set forth in the specialty retailer agreement.
16     Specialty retailers shall receive a sales commission equal
17 to 2% of the face value of specialty game tickets purchased
18 from the Department, less adjustments for unsold tickets
19 returned to the Illinois Lottery for credit. Specialty
20 retailers may not cash winning tickets, but are entitled to a
21 1% bonus in connection with the sale of a winning specialty
22 game ticket having a price value of $1,000 or more.
 
23     Section 99. Effective date. This Act takes effect upon
24 becoming law.".
