| 2 | | AMENDMENT NO. ______. Amend House Bill 1070, AS AMENDED, by | 3 | | replacing everything after the enacting clause with the | 4 | | following:
| 5 | | "Section 5. The Illinois Vehicle Code is amended by | 6 | | changing Section 3-600 and 3-633 and adding Section 3-600.1 as | 7 | | follows:

| 9 | | Sec. 3-600. Requirements for issuance of special plates.
| 10 | | (a) The Secretary of State shall issue only special plates | 11 | | that have been authorized by the General Assembly. The | 12 | | Secretary of State shall not issue a series of special plates
| 13 | | unless applications, as prescribed by the Secretary, have been | 14 | | received for
10,000 plates of that series; except that the | 15 | | Secretary of State may
prescribe some other required number of | 16 | | applications if that number is
sufficient to pay for the total |

| 1 | | cost of designing, manufacturing and
issuing the special | 2 | | license plate.
| 3 | | (b) The Secretary of State, upon issuing a new series of | 4 | | special license
plates, shall notify all law enforcement | 5 | | officials of the design, color and
other special features of | 6 | | the special license plate series.
| 7 | | (c) This Section shall not apply to special license plate | 8 | | categories in
existence on the effective date of this | 9 | | amendatory Act of 1990, or to the
Secretary of State's | 10 | | discretion as established in Section 3-611.
| 11 | | (d) Beginning with the 2013 registration year, the | 12 | | provisions of Section 3-600.1 control the issuance and | 13 | | re-issuance of special plates. | 14 | | (Source: P.A. 95-359, eff. 1-1-08.)

Charitable
Organization license | 2 | | plates under Section 3-633 of this Code, with charitable
decals
| 3 | | approved under that Section. The Secretary shall work in | 4 | | cooperation with persons and organization seeking issuance of | 5 | | Universal Charitable Organization plates in the design of | 6 | | appropriate decals. There shall be no limit to the number of | 7 | | Universal Charitable Organization plates which may be issued | 8 | | under Section 3-633 of this Code.

| 10 | | Sec. 3-633. Universal Charitable Organization license | 11 | | plate.
| 12 | | (a) In addition to any other special license plate, the | 13 | | Secretary, upon
receipt of all applicable fees and applications | 14 | | made in the form prescribed by
the Secretary of State, may | 15 | | issue Universal Charitable Organization license
plates to | 16 | | residents of Illinois on behalf of organizations that meet the
| 17 | | requirements of Title 26, Section 501(c)(3) of the United | 18 | | States Code
formed for any bona fide charitable, benevolent, | 19 | | philanthropic, or patriotic
purpose. The Secretary of State may | 20 | | prescribe rules establishing additional
eligibility criteria | 21 | | for charitable organizations under this Section. The
special | 22 | | Universal Charitable Organization plate issued under this | 23 | | Section shall
be affixed only to passenger vehicles of the | 24 | | first division and motor vehicles
of the second division | 25 | | weighing not more than 8,000 pounds. Plates issued

| 1 | | Section shall expire according to the staggered multi-year | 2 | | procedure
established by Section 3-414.1 of this Code.
| 3 | | (b) The design, color, and format of the plates shall be | 4 | | wholly within the
discretion of the Secretary of State. The | 5 | | plates are not required to designate
"Land of Lincoln", as | 6 | | prescribed in subsection (b) of Section 3-412 of this
Code. | 7 | | Charitable organizations deemed eligible by the Secretary of | 8 | | State shall
design charitable decals to be affixed on the right | 9 | | side of plates issued under this Section.
The Secretary may | 10 | | prescribe rules governing the requirements and approval of
| 11 | | charitable decals.
| 12 | | (b-5) The Secretary shall not issue a series of decals | 13 | | unless applications, as prescribed by the Secretary, have been | 14 | | received for 1,500 decals of that series. Each series of | 15 | | charitable decals issued under this Section shall be assigned | 16 | | an individual number by the Secretary. | 17 | | (c) An applicant shall be charged a $15 fee for original | 18 | | issuance in
addition
to the applicable registration fee. This | 19 | | additional fee shall be deposited
into the Secretary of State | 20 | | Special License Plate Fund. For each registration
renewal | 21 | | period, a $2 fee, in addition to the appropriate registration | 22 | | fee,
shall
be charged and shall be deposited into the Secretary | 23 | | of State Special License
Plate Fund. Charitable organizations | 24 | | may establish a fee for the purchase of
their charitable decal . | 25 | | The Secretary shall collect the fee established by each | 26 | | charitable organization for its charitable decal. and shall |

| 1 | | report by July 31 of each year to the
Secretary of State | 2 | | Vehicle Services Department the sticker fee, the number of
| 3 | | charitable decals sold, the total revenue received from the | 4 | | sale of charitable
decals during the previous fiscal year, and | 5 | | any other information deemed
necessary by the Secretary of | 6 | | State.
