AMENDMENT NO. ______. Amend House Bill 1230 on page 2, lines 12 and 13 by changing "No unit of government, including a home rule unit of government, may" to "The City of Waukegan may not"; and

on page 5, lines 8 and 9 by changing "No unit of government, including a home rule unit of government, may" to "The City of Waukegan may not".
