| 2 | | AMENDMENT NO. ______. Amend House Bill 1262, AS AMENDED, by | 3 | | replacing everything after the enacting clause with the | 4 | | following:
| 5 | | "Section 5. If and only if Senate Bill 1849 of the 97th | 6 | | General Assembly becomes law in its enrolled form, the | 7 | | Riverboat Gambling Act is amended by changing Section 2 and by | 8 | | adding Section 13.2 as follows:

| 10 | | Sec. 2. Legislative Intent.
| 11 | | (a) This Act is intended to benefit the
people of the State | 12 | | of Illinois
by assisting economic development , and promoting | 13 | | Illinois tourism and agriculture, assisting conservation and | 14 | | forestry programs, funding programs that assist the people of | 15 | | the State of Illinois during difficult economic conditions,
and | 16 | | by increasing the amount of revenues available to the State to |

| 1 | | assist and
support education , and by supporting programs that | 2 | | enhance the beauty of the State and its parks, rivers, forest | 3 | | preserves, and botanic gardens .
| 4 | | (b) While authorization of riverboat gambling will enhance | 5 | | investment,
beautification, development and tourism in | 6 | | Illinois, it is recognized that it will do so
successfully only | 7 | | if public confidence and trust in the credibility and
integrity | 8 | | of the gambling operations and the regulatory process is
| 9 | | maintained. Therefore, regulatory provisions of this Act are | 10 | | designed to
strictly regulate the facilities, persons, | 11 | | associations and practices
related to gambling operations | 12 | | pursuant to the police powers of the State,
including | 13 | | comprehensive law enforcement supervision.
| 14 | | (c) The Illinois Gaming Board established under this Act | 15 | | should, as soon
as possible, inform each applicant for an | 16 | | owners license of the Board's
intent to grant or deny a | 17 | | license.

| 19 | | (230 ILCS 10/13.2 new) | 20 | | Sec. 13.2. Wagering tax; additional distributions. | 21 | | (a) Beginning on the effective date of this amendatory Act | 22 | | of the 97th General Assembly, from the tax revenue deposited in | 23 | | the State Gaming Fund under Section 13, $150,000 shall be paid | 24 | | annually to a county forest preserve district for the | 25 | | maintenance of a botanic garden that was created by Section 43 |

| 1 | | of the Cook County Forest Preserve District Act. | 2 | | (b) Beginning on the effective date of this amendatory Act | 3 | | of the 97th General Assembly, from the tax revenue deposited in | 4 | | the State Gaming Fund from electronic gaming under Section 13, | 5 | | (i) $10,000,000 shall be deposited annually into the Partners | 6 | | for Conservation Fund for grants to soil and water conservation | 7 | | districts, (ii) $1,000,000 shall be deposited annually into the | 8 | | Illinois Forestry Development Fund for costs associated with | 9 | | the CREP Forestry Assistance Program, (iii) $2,500,000 shall be | 10 | | deposited annually into the Illinois Historic Sites Fund for | 11 | | costs associated with the State's historic sites, (iv) | 12 | | $2,500,000 shall be deposited annually into the Park and | 13 | | Conservation Fund for costs associated with the State's state | 14 | | parks, and (v) $4,000,000 shall be deposited annually into the | 15 | | State Cooperative Service Trust Fund for grants to the State's | 16 | | cooperative extensions. Deposits made pursuant to this | 17 | | subsection (b) shall supplement, and not supplant, other State | 18 | | funding for these purposes. | 19 | | (c) Beginning on the effective date of this amendatory Act | 20 | | of the 97th General Assembly and ending July 1, 2014, from the | 21 | | tax revenue deposited in the State Gaming Fund under Section | 22 | | 13, $2,000,000 shall be deposited annually into the Foreclosure | 23 | | Prevention Program Fund. ".
