AMENDMENT TO HOUSE BILL 1489

2    AMENDMENT NO. ______. Amend House Bill 1489, AS AMENDED, by
3replacing everything after the enacting clause with the
4following:
 
5    "Section 5. The Department of Human Services Act is amended
6by adding Section 1-55 as follows:
 
7    (20 ILCS 1305/1-55 new)
8    Sec. 1-55. Contract performance metrics.
9    (a) Consistent with the objectives of budgeting for
10outcomes, as soon as practicable after the effective date of
11this amendatory Act of the 97th General Assembly, the
12Department of Human Services, in coordination with the
13Governor's Office of Management and Budget, shall undertake a
14review of the Department's contracts and grants to assess which
15contracts and grants, and categories thereof, are appropriate
16candidates for the implementation of a performance-based

1contract evaluation model.
2    (b) The Department shall refine current performance
3metrics and develop new metrics for programs, including
4contracts and grants that fall within the categories determined
5to be appropriate by the Governor's Office of Management and
6Budget and the Department under subsection (a). Performance
7metrics may be based on required program components and a
8methodology that incorporates the reasonable costs of the
9required program components.
10    (c) The Department shall ensure that service contracts and
11agreements, as deemed appropriate under subsection (a),
12include performance reporting requirements. Starting in State
13Fiscal Year 2014, Community Services Agreements shall
14explicitly outline performance reporting requirements,
15detailing the specific performance metrics to be reported, the
16method for submitting metrics, and the frequency of the metrics
17reporting.
18    (d) The Department shall enhance its processes to monitor
19and address noncompliance with reporting requirements and with
20program performance standards. Where applicable, the process
21may include a corrective action plan. The monitoring process
22shall include a plan for tracking and documenting
23performance-based contracting decisions.
24    (e) Notwithstanding any other provision of this Section,
25the provisions of this Section shall be applicable to all
26contracts and grants funded by the Department in an estimated

1amount in excess of $100,000.
 
2    Section 99. Effective date. This Act takes effect upon
3becoming law.".
