Amends the Department of Veterans Affairs Act. Creates the Women Veterans Task Force consisting of women veterans to examine the needs of women veterans with respect to issues including, but not limited to, compensation, rehabilitation, outreach, health care, and issues facing women veterans in the community, and to offer solutions on how best to meet these needs. Contains provisions concerning the composition of the Task Force; vacancies; duties; reporting requirements; and duration. Effective immediately.

| 2 | | Be it enacted by the People of the State of Illinois,
| 3 | | represented in the General Assembly:
| 4 | | Section 1. The Department of Veterans Affairs Act is | 5 | | amended by adding Section 31 as follows: | 6 | | (20 ILCS 2805/31 new) | 7 | | Sec. 31. Women Veterans Task Force. | 8 | | (a) Findings and purpose. Far too often the sacrifices of | 9 | | women veterans are overlooked. This frequently leads to women | 10 | | veterans being left out of veterans' organizations. In | 11 | | addition, most veterans services are targeted to men. The | 12 | | purpose of this Section is to establish a task force to examine | 13 | | the needs of women veterans with respect to issues including, | 14 | | but not limited to, compensation, rehabilitation, outreach, | 15 | | health care, and issues facing women veterans in the community, | 16 | | and to offer solutions on how best to alleviate these needs. | 17 | | (b) Composition of Task Force. The Women Veterans Task | 18 | | Force is created within the Department of Veterans' Affairs. | 19 | | The Task Force shall be comprised of women veterans appointed | 20 | | as follows: | 21 | | (1) Five members appointed by the Governor. | 22 | | (2) One member appointed by the Speaker of the House of | 23 | | Representatives. |

| 1 | | (3) One member appointed by the Minority Leader of the | 2 | | House of Representatives. | 3 | | (4) One member appointed by the President of the | 4 | | Senate. | 5 | | (5) One member appointed by the Minority Leader of the | 6 | | Senate. | 7 | | (c) Vacancies. Vacancies in the Task Force shall be filled | 8 | | by the initial appointing authority. | 9 | | (d) Compensation. Members of the Task Force shall serve | 10 | | without compensation, but may be reimbursed for necessary | 11 | | expenses incurred in performing duties associated with the Task | 12 | | Force. | 13 | | (e) Duties. The Task Force shall examine the needs of women | 14 | | veterans with respect to issues including, but not limited to, | 15 | | compensation, rehabilitation, outreach, health care, and | 16 | | issues facing women veterans in the community, and offer | 17 | | solutions on how best to meet these needs. | 18 | | (f) Reporting. By July 1, 2012 and by July 1 of each year | 19 | | thereafter, the Task Force shall present an annual report of | 20 | | its findings to the Governor, the Director of Veterans' | 21 | | Affairs, and the Secretary of the United States Department of | 22 | | Veterans Affairs. | 23 | | (g) Duration. If the Task Force becomes inactive on July 1, | 24 | | 2015 because active theaters cease, the Director of Veterans' | 25 | | Affairs may reactivate the Task Force if active theaters are | 26 | | reestablished. |
