    Amends the School Code. In provision permitting a service animal to accompany a student with a disability at all school functions, whether in or outside the classroom, defines "service animal" to include an animal trained or being trained as: a hearing animal; a guide animal; an assistance animal; a seizure alert animal; a mobility animal; a psychiatric service animal; or an autism service animal. Provides that reasonable accommodations must be sought for the use of a service animal to accompany a student with a disability at all school functions, whether in or outside the classroom (rather than the service animal being permitted at all school functions). Amends the Guide Dog Access Act. Changes the title of the Act to the Service Dog Access Act. Includes mobility, psychiatric service, and autism service dogs in the list of animals that must be allowed access to a public place of accommodation if such dog is wearing a harness, backpack, or vest identifying the dog as a trained service dog and such person presents credentials for inspection issued by a school for training guide, leader, seizure-alert, seizure-response, or autism service dogs. Effective immediately.

1    AN ACT concerning service dogs.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The School Code is amended by changing Section
514-6.02 as follows:
 
6    (105 ILCS 5/14-6.02)  (from Ch. 122, par. 14-6.02)
7    Sec. 14-6.02. Service animals. Reasonable accommodations
8must be sought for the use of a service animal Service animals
9such as a guide dog dogs, signal dog, dogs or any other animal
10individually trained to perform tasks for the benefit of a
11student with a disability shall be permitted to accompany that
12student at all school functions, whether in or outside the
13classroom. For purposes of this Section, "service animal"
14includes, but is not limited to, an animal trained or is being
15trained as: a hearing animal; a guide animal; an assistance
16animal; a seizure alert animal; a mobility animal; a
17psychiatric service animal; or an autism service animal.

4    Sec. 0.01. Short title. This Act may be cited as the
5Service Guide Dog Access Act.

8    Sec. 1. When a blind, hearing impaired, or physically
9handicapped person, mobility impaired person, a person with a
10psychiatric condition, or a person who is subject to epilepsy
11or other seizure disorders, or a person diagnosed with an
12autism spectrum disorder is accompanied by a dog which serves
13as a guide, leader, seizure-alert, or seizure-response,
14mobility animal, a psychiatric service animal, or autism
15service dog for such person or when a trainer of a guide,
16leader, seizure-alert, or seizure-response, mobility animal; a
17psychiatric service animal, or autism service dog is
18accompanied by a guide, leader, seizure-alert, or
19seizure-response dog, mobility animal, psychiatric service, or
20autism service dog or a dog that is being trained to be a
21guide, leader, seizure-alert, or seizure-response dog,
22mobility, psychiatric service, or autism service dog, neither
23the person nor the dog shall be denied the right of entry and
24use of facilities of any public place of accommodation as

1defined in Section 5-101 of the "Illinois Human Rights Act", if
2such dog is wearing a harness, backpack, or vest identifying
3the dog as a trained service dog and such person presents
4credentials for inspection issued by a school for training
5guide, leader, seizure-alert, or seizure-response, or autism
6service dogs.
7    Any violation of this Act is a Class C misdemeanor.

9    Section 99. Effective date. This Act takes effect upon
10becoming law.
