AMENDMENT TO HOUSE BILL 5248

2    AMENDMENT NO. ______. Amend House Bill 5248 by replacing
3everything after the enacting clause with the following:
 
4    "Section 1. Short title. This Act may be cited as the
5Illinois College Choice Reports Act.
 
6    Section 5. Findings and declarations. The General Assembly
7finds and declares the following:
8        (1) completion of post-secondary education is
9    increasingly important for individuals and this State
10    overall;
11        (2) accessibility of information is essential for
12    informed student choice of appropriate post-secondary
13    education;
14        (3) clear, consistent information allowing access to
15    comparable information across higher education
16    institutions will lead to improved student choice; and

1        (4) data collected by State higher education agencies
2    should be available to the public in an accessible form.
 
3    Section 10. Illinois College Choice Reports.
4    (a) The Illinois Community College Board, the Board of
5Higher Education, an organization representing the public
6policy interests of this State's private, non-profit colleges
7and universities, and the Illinois Higher Education Consortium
8shall form a committee to inform the development of the
9Illinois College Choice Reports. The purpose of these reports
10is to inform students' college choices by providing current
11information in a consistent and comparable format, including
12without limitation costs, student demographics, student
13progress and attainment, application and admission data, areas
14of study, and certificate or degree completion. Development of
15the reporting mechanisms must be completed on or before January
161, 2014. After development, the Board of Higher Education and
17the Illinois Community College Board shall collect data
18annually and make it publicly available.
19    (b) The Illinois College Choice Reports shall be (i)
20clearly linked to performance funding metrics and the goals of
21the Illinois Public Agenda for College and Career Success and
22(ii) simple to read and clearly indicative of minority and
23low-income student access, student progress, and progress
24towards increasing college completion.
25    (c) The Illinois College Choice Reports may include, but

1need not be limited to, the following, in accordance with the
2applicable data available for collection by the Illinois
3Community College Board and the Board of Higher Education at
4the time the reports are prepared for publication:
5        (1) Costs, such as tuition and net price data, required
6    fees, room and board on campus, and student loan default
7    rates.
8        (2) Students, such as total number, gender, race and
9    ethnicity, full or part-time status, and degree seeking or
10    non-degree seeking.
11        (3) Student success and progress, such as percentage of
12    students who have graduated or are still enrolled in a
13    higher education institution within 150% of the expected
14    time to get a degree, degree completion measures, measures
15    of retention and persistence, passage rates for licensure
16    and certification, job placement rates, and student
17    learning measures.
18        (4) Admissions or acceptance, such as whether a higher
19    education institution has open admission or has admission
20    criteria; for those that are not open, a statement of the
21    standards; and, for those having programs requiring
22    acceptance, a statement of the criteria.
23        (5) Applicant information, such as new freshmen
24    applicants, percentage of freshman applicants admitted,
25    and percentage of admitted freshmen that enrolled.
26        (6) Classroom experiences, such as areas of study or

1    areas of concentration with the largest number of students.
2        (7) Educational outcomes, such as associate's or
3    bachelor's degrees and certificates awarded per year,
4    measures of intent, and employment.
5    (d) The committee formed under subsection (a) of this
6Section shall take into account existing data initiatives and
7sources, including without limitation the longitudinal data
8system, in order to minimize unnecessary additional data
9collection or reporting and to utilize existing common data
10definitions. It shall be the responsibility of the governing
11body of the longitudinal data system to identify which data are
12immediately available and make recommendations for which
13measures may reasonably be included in the Illinois College
14Choice Reports and for future collection of the most useful
15data that are not currently available.
16    (e) The Illinois Community College Board shall develop the
17Illinois College Choice Reports with input from the Board's
18MIS/ILDS Research and Longitudinal Data Advisory Committee,
19appointed by the Board pursuant to Section 2-7 of the Public
20Community College Act. The Board of Higher Education shall seek
21input from stakeholder groups in developing the Illinois
22College Choice Reports.
23    (f) The Illinois Community College Board and the Board of
24Higher Education shall regularly inform the chairperson of the
25Illinois P-20 Council's Joint Education Leadership Committee
26on the status of the implementation of the Illinois College

1Choice Reports. At the request of the Illinois Community
2College Board and the Board of Higher Education, the
3chairperson of the Illinois P-20 Council's Joint Education
4Leadership Committee shall convene meetings of the committee
5formed under subsection (a) of this Section as needed.
6    (g) In making the Illinois College Choice Reports publicly
7available on their Internet websites, the Illinois Community
8College Board and the Board of Higher Education shall include
9links to connect to other resources, such as the Illinois
10Student Assistance Commission, that provide information used
11to inform student college choice.
12    (h) On or before September 30, 2015 and on or before
13September 30 of each year thereafter, the Board of Higher
14Education and the Illinois Community College Board shall
15prepare Illinois College Choice Reports for each higher
16education institution approved to operate and grant degrees in
17this State. On or before January 1 of each year, the reports
18must be made available on the Board of Higher Education's and
19the Illinois Community College Board's Internet websites and
20clearly linked to and from each higher education institution's
21Internet website. The Illinois Student Assistant Commission's
22Internet website shall link to the annually updated reports.
 
23    Section 99. Effective date. This Act takes effect upon
24becoming law.".
