Amends the Department of Natural Resources (Conservation) Law of the
Civil Administrative Code of Illinois. Provides that the Department shall have the authority to remove any individual or group of individuals engaging in illegal activities or disorderly conduct from any lands owned, leased, or managed by the Department and any lands that are dedicated as a nature preserve or buffer area under the Illinois Natural Areas Preservation Act and deny future entry to the same by way of revocation or suspension of access privileges. Provides that hearings on access privileges shall be governed by administrative rule. Provides that the Department may assess a fee of up to $1,000 for the reinstatement of a suspended license, permit, registration, and other privileges that it administers in the exercise of its powers and duties under Illinois law. Effective immediately.

| 2 | | Be it enacted by the People of the State of Illinois,
| 3 | | represented in the General Assembly:
| 4 | | Section 5. The Department of Natural Resources | 5 | | (Conservation) Law of the
Civil Administrative Code of Illinois | 6 | | is amended by changing Section 805-550 and by adding Section | 7 | | 805-518 as follows: | 8 | | (20 ILCS 805/805-518 new) | 9 | | Sec. 805-518. Removal of an individual or individuals. | 1 | | exercise of its powers and duties under Illinois law. | 2 | | (b) Revenues generated from the reinstatement of State park | 3 | | privileges shall be deposited into the State Parks Fund. | 4 | | Revenues generated from the reinstatement of hunting, fishing, | 5 | | trapping, ginseng, falconry, wildlife rehabilitation, and | 6 | | outfitter licenses or privileges shall be deposited into the | 7 | | Wildlife and Fish Fund. Revenues generated from the | 8 | | reinstatement of boating and snowmobile privileges shall be | 9 | | deposited into the State Boating Act Fund. Revenues generated | 10 | | from the reinstatement of forestry purchasing privileges shall | 11 | | be deposited into the Illinois Forestry Development Fund. Other | 12 | | revenues generated from the reinstatement of a license, permit, | 13 | | registration, or other privilege shall be deposited into the | 14 | | State fund in which the fee for that privilege is deposited. | 15 | | The Comptroller shall maintain a separate accounting of the | 16 | | moneys deposited under this subsection. | 17 | | (c) Moneys deposited under subsection (b) shall be used by | 18 | | the Department, subject to appropriation, for the following | 19 | | purposes: | 20 | | (1) 85% of the moneys shall be used for the purchase of | 21 | | law enforcement vehicles for use by the Department's Office | 22 | | of Law Enforcement. | 23 | | (2) 15% of the moneys shall be used for the promotion | 24 | | of safety education by the Department's Office of Strategic | 25 | | Services.
