| 1 | | HOUSE JOINT RESOLUTION
| 2 | | WHEREAS, Illinois has long been at the forefront of | 3 | | crafting safe driving laws to protect drivers, passengers, and | 4 | | pedestrians; and
| 5 | | WHEREAS, The number of Illinois residents who live with a | 6 | | pet has risen significantly in the last 20 years; and
| 7 | | WHEREAS, The number of Illinois residents who drive with | 8 | | their pet in the car has also increased; and
| 9 | | WHEREAS, A survey by the AAA showed that 84% of pet owners | 10 | | allowed their pets to travel in the car without restraint; and
| 11 | | WHEREAS, Modernizing Illinois' distracted driving laws to | 12 | | reflect the travel patterns of Illinois residents with animals | 13 | | in their motor vehicles is in the State's interest in | 14 | | protecting drivers, passengers, pedestrians, and animals; | 15 | | therefore, be it
| 16 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | 17 | | NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE | 18 | | SENATE CONCURRING HEREIN, that the Safe Driving with Pets Task | 19 | | Force is hereby created, and is charged with the duty to | 20 | | recommend legislation to the General Assembly that protects |

| 1 | | drivers, passengers, pedestrians, and animals without unduly | 2 | | burdening law enforcement or drivers with unnecessary | 3 | | regulation; and be it further
| 4 | | RESOLVED, That the Speaker of the House, the President of | 5 | | the Senate, the Minority Leader of the House, and the Minority | 6 | | Leader of the Senate may each appoint 2 members to the Task | 7 | | Force; and be it further | 8 | | RESOLVED, That a representative of the Department of | 9 | | Transportation and the Illinois State Police serve on the Task | 10 | | Force, and the Secretary of State or the Secretary's designee | 11 | | shall serve as the Chair of the Task Force; and be it further | 12 | | RESOLVED, That the Department of Transportation shall | 13 | | provide personnel, office space, and administrative support as | 14 | | needed to fulfill the duties of the Task Force; and be it | 15 | | further | 16 | | RESOLVED, That Task Force members shall serve without | 17 | | compensation, but shall be reimbursed for their reasonable and | 18 | | necessary expenses if funds allow; and be it further | 19 | | RESOLVED, That the Task Force meetings shall be held at the | 20 | | Call of the Chair; and be it further |

| 1 | | RESOLVED, That at least 2 public meetings shall be held by | 2 | | the Task Force, one in Chicago and one in Springfield; and be | 3 | | it further | 4 | | RESOLVED, That the Task Force shall report its | 5 | | recommendations to the Illinois General Assembly by February 1, | 6 | | 2013; and be it further | 7 | | RESOLVED, That a suitable copy of this resolution be | 8 | | delivered to the Secretary of the Department of Transportation, | 9 | | the Director of the Illinois State Police, and the Secretary of | 10 | | State.
