| 2 | | WHEREAS, For many years the City of Collinsville was an | 3 | | unchanged "bedroom community" situated just 12 miles from | 4 | | downtown St. Louis, Missouri and within view of the Gateway | 5 | | Arch; over the last 5 years, city leaders, business | 6 | | professionals, and community members have worked together to | 7 | | take Collinsville in a new direction; and
| 8 | | WHEREAS, Collinsville is striving to become a high | 9 | | performing, continuously learning Municipal Corporation that | 10 | | provides superior services while following a private sector | 11 | | business model that emphasizes efficiency and results; and
| 12 | | WHEREAS, In January of 2010 the City of Collinsville began | 13 | | a monumental effort to assess city operations and performance | 14 | | using the Lincoln Foundation Criteria for Performance | 15 | | Excellence; and
| 16 | | WHEREAS, The Lincoln Foundation for Performance Excellence | 17 | | was founded in 1994; the foundation is a publicly and privately | 18 | | supported not-for-profit organization created to significantly | 19 | | raise Illinois' worldwide competitiveness by improving the | 20 | | performance of its institutions and businesses; and

| 1 | | Award process is a three-level process, consisting of the | 2 | | Bronze Award for Commitment to Excellence, the Silver Award for | 3 | | Process Towards Excellence, and the Gold Award for Achievement | 4 | | of Excellence; the award process allows organizations to | 5 | | measure themselves against the Lincoln Foundation's Seven | 6 | | Criteria for Performance Excellence, patterned after the | 7 | | Malcolm Baldridge National Quality Award: Leadership; | 8 | | Strategic Planning; Customer Focus; Measurement, Analysis, and | 9 | | Knowledge Management; Workforce Focus; Process Management; and | 10 | | Results; and
| 11 | | WHEREAS, Only 4 cities in the State of Illinois have been | 12 | | recognized since the program's inception in 1995; of the 150 | 13 | | recipients that have been recognized over the past 16 years, | 14 | | only 5 awards have been given to municipalities; in 2010, the | 15 | | Lincoln Foundation for Performance Excellence awarded the | 16 | | Lincoln Bronze Award for Commitment to Excellence to the City | 17 | | of Collinsville; therefore, be it
| 18 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | 19 | | NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | 20 | | we recognize the people of the City of Collinsville for their | 21 | | achievements and exemplary work, resulting in obtaining the | 22 | | 2010 Lincoln Bronze Award for Commitment to Excellence; and be | 23 | | it further

| 1 | | RESOLVED, That a suitable copy of this resolution be | 2 | | presented to Collinsville Mayor John Miller on behalf of the | 3 | | people of the City of Collinsville, as a symbol of our respect | 4 | | and esteem.
