| 2 | | WHEREAS, The members of the Illinois House of | 3 | | Representatives are saddened to learn of the death of William | 4 | | R. "Sparkie" Armstrong of Moline, who passed away on April 12, | 5 | | 2012; and
| 6 | | WHEREAS, He was born August 4, 1930 in Geneseo, the son of | 7 | | William and Mildred (Hallsten) Armstrong; he graduated from | 8 | | Geneseo High School and Illinois State Normal University, and | 9 | | did post graduate studies at both Illinois State University and | 10 | | the University of Illinois; and
| 11 | | WHEREAS, He married Dorothy McCann on August 4, 1956 in | 12 | | Creston, Iowa; he was an United States Army veteran and served | 13 | | in the Korean War; he taught History at Rock Island High School | 14 | | for 34 years and was also the Debate Coach; and
| 15 | | WHEREAS, He was a member of Sacred Heart Church in Moline, | 16 | | American Legion Post 246 in Moline, the American Federation of | 17 | | Teachers, and the ACLU; he was elected in 1978 to District 8 | 18 | | for the Rock Island County Board and served the board in many | 19 | | capacities, including a term as Chairman; and | 20 | | WHEREAS, He was one of 116 delegates and one of 2 from the | 21 | | 43rd Senatorial District elected to the Illinois 1970 |

| 2 | | WHEREAS, He was preceded in death by his sister, Joan | 3 | | Edwards; and
| 4 | | WHEREAS, William Armstrong is survived by his wife, | 5 | | Dorothy; his children, Kevin (Roxanne) Armstrong and Bridget | 6 | | (Casey) Stengel; his grandchildren, Brian, Kathleen, Ted, | 7 | | Kelly, and Megan Armstrong and John and Robert Stengel; and his | 8 | | brother, Jack Armstrong; therefore, be it
| 9 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | 10 | | NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | 11 | | we mourn, along with his family and friends, the passing of | 12 | | William Armstrong; and be it further
| 13 | | RESOLVED, That a suitable copy of this resolution be | 14 | | presented to the family of William Armstrong as a symbol of our | 15 | | sincere sympathy.
