| 2 | | WHEREAS, The members of the Illinois House of | 3 | | Representatives are pleased to congratulate David R. Wiltse on | 4 | | the occasion of his retirement as City Attorney for the City of | 5 | | Des Plaines; and
| 6 | | WHEREAS, David Wiltse has been licensed to practice law in | 7 | | Illinois since 1980; from 1979 to 1981, he worked as an | 8 | | attorney for a law firm representing municipalities and local | 9 | | governments, such as Hanover Park and Elk Grove Village; from | 10 | | 1982 to 1984, he served as a hearing referee for the Board of | 11 | | Review of the Illinois Department of Labor's Division of | 12 | | Employment Security; from 1984 to 1986, he served as an | 13 | | attorney for the Illinois Department of Revenue's Sales Tax | 14 | | Division; after serving in private practice from 1986 to 1994, | 15 | | he accepted a position as a Special Assistant Attorney General, | 16 | | representing the Illinois Lottery under 4 different Attorneys | 17 | | General from 1985 to 1994; he also served as an Adjunct | 18 | | Professor of Law at John Marshall Law School from 1992 to 1993; | 19 | | and
| 20 | | WHEREAS, In November of 1993, David Wiltse accepted the | 21 | | position of City Attorney for the City of Des Plaines, where he | 22 | | remained until his retirement on June 29, 2012; and

| 1 | | WHEREAS, David Wiltse has been an active member of numerous | 2 | | community organizations; he was a board member and Vice | 3 | | President of the Whipple Tree Homeowners Association from 1978 | 4 | | to 1979; he served as a Wheeling Township Trustee from 1980 to | 5 | | 1981; he served as a board member of the Chelsea Cove Condo | 6 | | Association from 1988 to 1989; he served as an elected member | 7 | | of the Board of Education of Township High School District 214 | 8 | | from 1983 to 1995 and served as both Vice President and | 9 | | President of the Board of Education; he served as Treasurer of | 10 | | the Wheeling Township Rural Fire Protection District from 1975 | 11 | | to 1996; he served as a member, Vice President, and President | 12 | | of the Arlington Heights Historical Society from 1991 to 2000; | 13 | | he served as co-chair of the Festival Committee from 2009 to | 14 | | 2010; he served as Chairman of the Northwest Municipal | 15 | | Conference Attorney's Committee from 2011 to 2012; he has also | 16 | | been a member of the Arlington Heights Festival Committee since | 17 | | 1991 and a member of the Illinois Municipal League Attorney's | 18 | | Committee since 1993; and
| 19 | | WHEREAS, David Wiltse has been the recipient of numerous | 20 | | awards, including the Illinois State Board of Education's | 21 | | "Award of Excellence" on September 27, 1991 and the President's | 22 | | Award of the International Municipal Lawyers Association as the | 23 | | "Most Outstanding State Chair" in October of 2010; he was also | 24 | | appointed to serve as Regional Vice President of the | 25 | | International Municipal Lawyers Association in 2010 and 2011; |

| 2 | | WHEREAS, David Wiltse is the author of "Last Action of | 3 | | Gettysburg", an article in the January 2011 issue of Gettysburg | 4 | | Magazine, and is working on an article on the Battle of | 5 | | Chancellorsville; and | 6 | | WHEREAS, David Wiltse serves as a model of hard work, | 7 | | integrity, and dedication for the people of the State of | 8 | | Illinois; therefore, be it
| 9 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | 10 | | NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | 11 | | we congratulate David Wiltse on the occasion of his retirement | 12 | | and wish him many happy and healthy retirement years; and be it | 13 | | further
| 14 | | RESOLVED, That a suitable copy of this resolution be | 15 | | presented to David Wiltse as a symbol of our esteem and | 16 | | respect.
