SYNOPSIS AS INTRODUCED:
 
New Act

    Creates the Illinois Electric Power Generation Task Force Act. Provides that the Illinois Electric Power Generation Task Force, a separate entity within the Illinois Commerce Commission, shall be formed to conduct a comprehensive electric power generation study to determine the adequacy of the electric generation load in Illinois. Provides for the appointment of members of the Task Force by the Illinois Commerce Commission, Illinois Power Agency, and the Illinois General Assembly. Provides that the Task Force shall complete the study report containing specified information and issue it to the Illinois Commerce Commission, the Illinois Power Agency, and the Illinois General Assembly by January 1, 2012. Provides that the Act is repealed on January 15, 2013. Effective immediately.

1    AN ACT concerning energy.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 1. Short title. This Act may be cited as the
5Illinois Electric Power Generation Task Force Act.
 
6    Section 5. The Illinois Electric Power Generation Task
7Force.
8    (a) The Illinois Electric Power Generation Task Force, a
9separate entity within the Illinois Commerce Commission, shall
10be formed to conduct a comprehensive electric power generation
11study to determine the adequacy of the electric generation load
12in Illinois. The Task Force shall consist of 6 members. The
13Illinois Commerce Commission and the Illinois Power Agency
14shall each appoint a member to the Task Force. The member
15appointed from the Illinois Commerce Commission shall be the
16chair of the Task Force. The House Speaker and Minority leader
17of the House shall each appoint a member to the Task Force. The
18Senate President and the Minority Leader of the Senate shall
19each appoint a member to the Task Force. The Task Force shall
20complete the study report and issue it to the Illinois Commerce
21Commission, the Illinois Power Agency, and the Illinois General
22Assembly by January 1, 2012.
23    (b) The final study report shall:

1        (1) contain a detailed comparison of the available
2    power generation load beginning with 1997 and ending in
3    2010;
4        (2) offer estimates regarding the future generation
5    load needed for future classes of electric consumers; and
6        (3) determine if Illinois is a net exporter or importer
7    of electricity now and into the future.
8    (c) The Illinois Commerce Commission shall hold at least
9one major public hearing while conducting the analysis. The
10Task Force may use utility industry reports, federal agency
11reports, and other such studies to complete the report. The
12Task Force may also use information from the Illinois Commerce
13Commission's 2010 Tenaska Facility Report.
14    (d) There shall be no special reimbursement for serving on
15this Task Force other than official travel costs.
 
16    Section 10. Repeal of Act. This Act is repealed on January
1715, 2013.
 
18    Section 99. Effective date. This Act takes effect upon
19becoming law.
