Each regional superintendent of | 13 | | schools is encouraged to offer school districts the opportunity | 14 | | to share in joint educational or operational programs and to | 15 | | urge school districts to participate in such programs when the | 16 | | school district determines that such participation is fiscally |

staff, space, necessary materials, | 3 | | supplies, books and apparatus for
such agreements. The school | 4 | | boards of the respective districts shall pay
to the regional | 5 | | superintendent the pro rata share of the expenses of the
| 6 | | operation of such programs, and the regional superintendent | 7 | | shall use
such funds in payment of such operational expenses. | 8 | | The regional
superintendent shall collect and remit the | 9 | | required pension contributions
from the participating | 10 | | districts if the board of control of the program
participates | 11 | | in Article 7 of the Illinois Pension Code.
| 12 | | A board of control composed of one member from each | 13 | | cooperating
district and one member from the office of the | 14 | | regional superintendent
will set policy for the cooperative. | 15 | | The agreement establishing the
cooperative may provide that the | 16 | | cooperative shall act as its own
administrative district and | 17 | | shall be an entity separate and apart from the
Educational | 18 | | Service Region.
| 19 | | Each regional superintendent that is the administrator of a | 20 | | joint
agreement shall cause an annual financial statement to be | 21 | | submitted on
forms prescribed by the State Board of Education | 22 | | exhibiting
the financial condition of the program established | 23 | | pursuant to the joint
agreement for the fiscal year ending on | 24 | | the immediately preceding June
30.

State or federal educational | 3 | | agencies, or by both such agencies.
In cases where funding for | 4 | | any such approved program is delayed, the
regional | 5 | | superintendent may borrow the funds required to begin operation | 6 | | of
the program in accordance with the terms of the grant; and | 7 | | the principal
amount so borrowed, together with the interest | 8 | | due thereon, shall be paid
from the grant moneys when received.

The regional | 12 | | superintendent of schools may, at the request of a school | 13 | | district, present to the school district possible services and | 14 | | functions that multiple schools may share or consolidate. Such | 15 | | services and functions may include, but are not limited to, | 16 | | bidding and purchasing, office functions such as payroll and | 17 | | accounting, information technology, professional development, | 18 | | grant writing, food service management, or administrative | 19 | | positions. Regional superintendents of schools may share best | 20 | | financial practices with school districts that are exploring | 21 | | new methods to become more financially efficient. | 22 | | (105 ILCS 5/17-1.1 new) | 23 | | Sec. 17-1.1. | 1 | | (a) Annually, each school district shall complete a report | 2 | | developed by the State Board of Education, to accompany the | 3 | | annual financial report and to be published on the State Board | 4 | | of Education's Internet website, that summarizes district | 5 | | attempts to improve fiscal efficiency through shared services | 6 | | or outsourcing in the prior fiscal year. The report must be | 7 | | primarily in checklist form and approximately one page in | 8 | | length. It shall include, but shall not be limited to, the | 9 | | incidence of the following shared service options: insurance; | 10 | | employee benefits; transportation; personnel recruitment; | 11 | | shared personnel; technology services; energy purchasing; | 12 | | supply and equipment purchasing; food services; legal | 13 | | services; investment pools; special education cooperatives, | 14 | | vocational cooperatives, and other shared educational | 15 | | programs; curriculum planning; professional development; | 16 | | custodial services; maintenance services; grounds maintenance | 17 | | services; food services; grant writing; and science, | 18 | | technology, engineering, and mathematics (STEM) program | 19 | | offerings. The report shall also include a list of potential | 20 | | shared services or outsourcing the district may consider or | 21 | | investigate for the next fiscal year and any anticipated | 22 | | barriers to implementation. This report must be approved by the | 23 | | school board and published on the Internet website of the | 24 | | school district, if any. | 25 | | (b) Based on data supplied by school districts through the | 26 | | annual financial report, regional superintendents of schools |

| 1 | | shall publish annually a regional report summarizing district | 2 | | attempts to improve fiscal efficiency through shared services | 3 | | or outsourcing within the educational service region. This | 4 | | report shall include a list of all joint purchasing | 5 | | initiatives, joint agreements between districts, attempts to | 6 | | reduce or eliminate duplication of services and duplicative | 7 | | expenditures, and identification of any overlapping regional | 8 | | service delivery systems. | 9 | | (c) For school districts required to develop and submit to | 10 | | the State Board of Education a deficit reduction plan under | 11 | | Section 17-1 of this Code, the regional superintendent of | 12 | | schools and the school district shall jointly prepare a shared | 13 | | services and outsourcing plan that considers actions that may | 14 | | improve the district's fiscal efficiency and how future savings | 15 | | associated with shared services or outsourcing are to be | 16 | | utilized. ".
