Amends the Administration Article of the Illinois Public Aid Code. Provides that the Public Assistance Emergency Revolving Fund shall be held for the additional following purpose: to provide immediate payment of fees (i) to sheriffs and other public officials authorized by law to serve process in judicial and
administrative child support actions in the State of Illinois and other states; (ii) to county clerks, recorders of deeds, and other public officials and keepers of real property records in
order to perfect and release real property liens; and (iii) to State and local officials in connection with the processing of Qualified Illinois Domestic
Relations Orders. Includes the Child Support Administrative Fund as a receiving fund for expenditures from the Public Assistance Emergency Revolving Fund. Effective immediately.

| 2 | | Be it enacted by the People of the State of Illinois,
| 3 | | represented in the General Assembly:
| 4 | | Section 5. The Illinois Public Aid Code is amended by | 5 | | changing Section 12-8 as follows: | 6 | | (305 ILCS 5/12-8) (from Ch. 23, par. 12-8)
| 7 | | Sec. 12-8. Public Assistance Emergency Revolving Fund - | 8 | | Uses. The
Public Assistance Emergency Revolving Fund, | 9 | | established by Act approved
July 8, 1955 shall be held by the | 10 | | Illinois Department and shall be used
for the following | 11 | | purposes:
| 12 | | 1. To provide immediate financial aid to applicants in | 13 | | acute need
who have been determined eligible for aid under | 14 | | Articles III, IV, or V.
| 15 | | 2. To provide emergency aid to recipients under said | 16 | | Articles who
have failed to receive their grants because of | 17 | | mail box or other thefts,
or who are victims of a burnout, | 18 | | eviction, or other circumstances
causing privation, in | 19 | | which cases the delays incident to the issuance of
grants | 20 | | from appropriations would cause hardship and suffering.
| 21 | | 3. To provide emergency aid for transportation, meals | 22 | | and lodging to
applicants who are referred to cities other | 23 | | than where they reside for
physical examinations to |

| 1 | | establish blindness or disability, or to
determine the | 2 | | incapacity of the parent of a dependent child.
| 3 | | 4. To provide emergency transportation expense | 4 | | allowances to
recipients engaged in vocational training | 5 | | and rehabilitation projects.
| 6 | | 5. To assist public aid applicants in obtaining copies | 7 | | of birth
certificates, death certificates, marriage | 8 | | licenses or other similar legal
documents which may | 9 | | facilitate the verification of eligibility for public
aid | 10 | | under this Code.
| 11 | | 6. To provide immediate payments to current or former | 12 | | recipients of
child support enforcement services, or | 13 | | refunds to responsible
relatives, for child support
made to | 14 | | the Illinois Department under Title IV-D of the Social | 15 | | Security Act
when such recipients of services or | 16 | | responsible relatives are legally
entitled to all or part | 17 | | of such child support payments under applicable
State or | 18 | | federal law.
| 19 | | 7. To provide payments to individuals or providers of | 20 | | transportation to
and from medical care for the benefit of | 21 | | recipients under Articles III, IV,
V, and VI.
| 22 | | 8. To provide immediate payment of fees, as follows: | 23 | | (A) To sheriffs and other public officials | 24 | | authorized by law to serve process in judicial and
| 25 | | administrative child support actions in the State of | 26 | | Illinois and other states. |

| 1 | | (B) To county clerks, recorders of deeds, and other | 2 | | public officials and keepers of real property records | 3 | | in
order to perfect and release real property liens. | 4 | | (C) To State and local officials in connection with | 5 | | the processing of Qualified Illinois Domestic
| 6 | | Relations Orders. | 7 | | Disbursements from the Public Assistance Emergency | 8 | | Revolving Fund
shall be made by the Illinois Department.
| 9 | | Expenditures from the Public Assistance Emergency | 10 | | Revolving Fund
shall be for purposes which are properly | 11 | | chargeable to appropriations
made to the Illinois Department, | 12 | | or, in the case of payments under subparagraphs 6 and 8 | 13 | | subparagraph
6 , to the Child Support Enforcement Trust Fund or | 14 | | the Child Support Administrative Fund , except that no | 15 | | expenditure
shall be made for purposes which are properly | 16 | | chargeable to appropriations
for the following objects: | 17 | | personal services; extra help; state contributions
to | 18 | | retirement system; state contributions to Social Security; | 19 | | state
contributions for employee group insurance; contractual | 20 | | services; travel;
commodities; printing; equipment; electronic | 21 | | data processing; operation of
auto equipment; | 22 | | telecommunications services; library books; and refunds.
The | 23 | | Illinois Department shall reimburse the Public Assistance | 24 | | Emergency
Revolving Fund by warrants drawn by the State | 25 | | Comptroller on the
appropriation or appropriations which are so | 26 | | chargeable, or, in the case of
payments under subparagraphs 6 |

| 1 | | and 8 subparagraph 6 , by warrants drawn on the Child Support
| 2 | | Enforcement Trust Fund or the Child Support Administrative | 3 | | Fund , payable to the Revolving Fund.
