Amends the Illinois Vehicle Code. Defines "in-line speed skates". Provides that traffic laws apply to persons using in-line speed skates and that persons using in-line speed skates shall be granted all of the rights and subjected to all of the duties applicable to drivers of vehicles under the Code, with certain exceptions. Provides that in-line speed skaters may not attach themselves to any vehicle upon a roadway. Contains provisions concerning the position of in-line skaters on highways, left-turn protocol, turn and stop signals, and racing.

| 2 | | Be it enacted by the People of the State of Illinois,
| 3 | | represented in the General Assembly:
| 4 | | Section 5. The Illinois Vehicle Code is amended by changing | 5 | | the heading of Article XV of Chapter 11 and Sections 11-1502, | 6 | | 11-1504, 11-1505, 11-1505.1, 11-1510, 11-1511, and 11-1514 and | 7 | | by adding Section 1-131.5 as follows: | 8 | | (625 ILCS 5/1-131.5 new) | 9 | | Sec. 1-131.5. In-line speed skates. Roller skates (1) that | 10 | | are equipped with wheels arranged in a straight line and (2) on | 11 | | which the top of the boot affixed to the frame holding the | 12 | | wheels does not extend more than one inch above the wearer's | 13 | | ankle joint.

granted all | 20 | | of the rights and shall be subject to all of

| 6 | | Sec. 11-1504. Clinging to vehicles. No person riding upon | 7 | | any bicycle,
coaster, roller skates,
sled , or toy vehicle , or | 8 | | using in-line speed skates shall attach the same or himself to | 9 | | any vehicle upon a roadway.

| 12 | | Sec. 11-1505. Position of bicycles , and motorized pedal | 13 | | cycles , and in-line speed skates on
roadways - Riding and | 14 | | skating on roadways and bicycle paths.
| 15 | | (a) Any person operating a bicycle or motorized
pedal cycle | 16 | | or using in-line speed skates upon a
roadway at less than the | 17 | | normal speed of traffic at the time and place and
under the | 18 | | conditions
then existing
shall ride as close as practicable and | 19 | | safe to the right-hand curb or edge of the
roadway except under | 20 | | the following situations:
| 21 | | 1. When overtaking and passing another bicycle, | 22 | | motorized pedal
cycle , skater, or vehicle proceeding in
the | 23 | | same direction; or
| 24 | | 2. When preparing for a left turn at an intersection or |

a private road or driveway; or
| 2 | | 3. When reasonably necessary to avoid conditions | 3 | | including,
but not limited to, fixed or moving objects, | 4 | | parked or moving vehicles,
bicycles, motorized pedal | 5 | | cycles, pedestrians,
animals, surface hazards, or | 6 | | substandard width lanes that make it unsafe
to continue | 7 | | along the right-hand curb or edge. For purposes of this | 8 | | subsection,
a "substandard width lane" means a lane that is | 9 | | too narrow for a bicycle ,
or motorized pedal cycle , or | 10 | | in-line speed skater
and a vehicle to travel safely side by | 11 | | side within the lane ; or .
| 12 | | 4. When approaching a place where a right turn is | 13 | | authorized.
| 14 | | (b) Any person operating a bicycle or motorized pedal cycle | 15 | | or using in-line speed skates upon a one-way
highway with two | 16 | | or
more marked traffic lanes may ride or skate as near the | 17 | | left-hand curb or edge of
such roadway as practicable.

not impede the normal and reasonable | 25 | | movement of traffic and, on a laned

| 5 | | Sec. 11-1510. Left Turns. | 6 | | (a) A person riding a bicycle or moped or using in-line | 7 | | speed skates intending to turn left shall follow a course | 8 | | described in
Section 11-801 or in paragraph (b) of this | 9 | | Section.
| 10 | | (b) A person riding a bicycle or moped or using in-line | 11 | | speed skates intending to turn
left shall approach the
turn as | 12 | | close as practicable to the right curb or edge of the roadway.
| 13 | | After proceeding across the intersecting roadway to the far | 14 | | corner of the
curb or intersection of the roadway edges, the | 15 | | bicyclist , skater, or moped driver shall stop, as much as | 16 | | practicable out of the way of
traffic. After stopping the | 17 | | person shall yield to any traffic proceeding
in either | 18 | | direction along the roadway such person had been using. After
| 19 | | yielding, the bicyclist, skater, bicycle or moped driver
shall | 20 | | comply with any official
traffic control device or police | 21 | | officer regulating traffic on the highway
along which he | 22 | | intends to proceed, and the bicyclist , skater, or moped
driver | 23 | | may proceed in the new direction.
| 24 | | (c) Notwithstanding the foregoing provisions, the | 25 | | Department
and local authorities in their respective |

| 1 | | jurisdictions may cause official
traffic-control devices to be | 2 | | placed and thereby require and direct that
a specific course be | 3 | | traveled by turning bicyclists, skaters, and moped drivers, | 4 | | bicycles and moped,
and when such devices are so placed, no | 5 | | person shall turn a bicycle or
moped other than as directed and | 6 | | required by such devices.

| 9 | | Sec. 11-1511. Turn and stop signals. (a) Except as provided | 10 | | in this Section,
a person riding a bicycle or using in-line | 11 | | speed skates shall comply with Section 11-804.
| 12 | | (b) A signal of intention to turn right or left when | 13 | | required shall be
given during not less than the last 100 feet | 14 | | traveled by the bicycle or skater before
turning, and shall be | 15 | | given while the bicycle or skater is stopped waiting to turn.
A | 16 | | signal by hand and arm need not be given continuously if the | 17 | | hand is needed
in the control or operation of the bicycle.

not be | 22 | | unlawful when a racing event has been approved by State or | 23 | | local

| 1 | | highway racing events shall be granted only under conditions
| 2 | | which assure reasonable safety for all race participants, | 3 | | spectators and
other highways users, and which prevent | 4 | | unreasonable interference with traffic
flow which would | 5 | | seriously inconvenience other highway users.
| 6 | | (b) By agreement with the approving authority, | 7 | | participants in an approved
bicycle or in-line speed skate | 8 | | highway racing event may be exempted from compliance with any | 9 | | traffic
laws otherwise applicable thereto, provided that | 10 | | traffic control is adequate
to assure the safety of all highway | 11 | | users.
