| 1 | | AN ACT concerning transportation.
| 2 | | Be it enacted by the People of the State of Illinois,
| 3 | | represented in the General Assembly:
| 4 | | Section 5. The Illinois Vehicle Code is amended by changing | 5 | | Sections 1-158 and 11-1007 and by adding Section 1-131.5 as | 6 | | follows: | 7 | | (625 ILCS 5/1-131.5 new) | 8 | | Sec. 1-131.5. In-line speed skates. A manufactured or | 9 | | assembled device consisting of an upper portion that is | 10 | | intended to be secured to a human foot, with a frame or chassis | 11 | | attached along the length of the bottom of the upper portion, | 12 | | with the frame or chassis holding 2 or more wheels that are | 13 | | longitudinally aligned and used to skate or glide by means of | 14 | | human foot and leg power while having the device attached to | 15 | | each foot or leg. The upper portion may not extend more than 2 | 16 | | inches above the wearer's ankle joint.

| 2 | | Sec. 11-1007. Pedestrians walking on highways. (a) Except | 3 | | as provided in subsection (e), where Where a sidewalk is
| 4 | | provided and its use is practicable, it shall be unlawful for | 5 | | any pedestrian to walk
along and upon an adjacent roadway.
| 6 | | (b) Except as provided in subsection (e), where Where a | 7 | | sidewalk is not available, any pedestrian walking along and | 8 | | upon
a highway shall walk only on a shoulder, as far as | 9 | | practicable from the edge of
the roadway.
| 10 | | (c) Except as provided in subsection (e), where Where | 11 | | neither a sidewalk nor a shoulder is available, any pedestrian
| 12 | | walking along and upon a highway shall walk as near as | 13 | | practicable to an outside
edge of a roadway, and, if on a | 14 | | two-way roadway, shall walk only on the left side
of the | 15 | | roadway.
| 16 | | (d) Except as otherwise provided in this Chapter, any | 17 | | pedestrian upon
a roadway shall yield the right-of-way to all | 18 | | vehicles upon the roadway. | 19 | | (e) In municipalities with a population of under 2,000,000 | 20 | | inhabitants, upon highways where the maximum posted speed limit | 21 | | is 45 miles per hour or less, and during the period from | 22 | | sunrise to sunset, a pedestrian who is 18 years of age or older | 23 | | and wearing in-line speed skates may travel upon the roadway as | 24 | | near as practicable to an outside edge of the roadway. | 25 | | Pedestrians wearing in-line speed skates upon a roadway may not | 26 | | impede or obstruct other vehicular traffic. | 1 | | wearing in-line speed skates shall be subject to all other | 2 | | rights and duties under this Article X. Nothing in this Code | 3 | | shall be construed to prevent a pedestrian wearing in-line | 4 | | speed skates from using a lane designated for bicycles.
