| 1 | | SENATE RESOLUTION
| 2 | | WHEREAS, The members of the Illinois Senate are saddened to | 3 | | learn of the death of Charles William Germain Sr. of Palos | 4 | | Hills, who passed away peacefully on September 21, 2012; and
| 5 | | WHEREAS, Charles Germain Sr. was born on March 31, 1915, in | 6 | | Oude Pekela, the Netherlands; he arrived with his family at | 7 | | Ellis Island, New York, on May 9, 1920; and
| 8 | | WHEREAS, Charles Germain Sr. went to work for Illinois Bell | 9 | | on April 1, 1930, at age 15; the law at the time required him to | 10 | | attend school one day per week until he turned 17; and
| 11 | | WHEREAS, Charles Germain Sr. attended a continuation | 12 | | school right on the premises at the headquarters of the | 13 | | Illinois Bell company; and
| 14 | | WHEREAS, Charles Germain Sr.'s love of learning meant that | 15 | | he attended Englewood High School 4 nights a week while he | 16 | | worked at Illinois Bell, steadily moving up the ranks from | 17 | | messenger to management; and
| 18 | | WHEREAS, Once he finished high school, Charles Germain Sr. | 19 | | earned his associate's degree from Wilson Junior College and a | 20 | | degree in business administration from Northwestern University |

| 1 | | in 1964, all the while working at Illinois Bell; and | 2 | | WHEREAS, Charles Germain Sr.'s career path at Illinois Bell | 3 | | included installation/repair technician, frame technician, | 4 | | central office technician, equipment engineer, Personnel | 5 | | Assessment, and Labor Relations; and
| 6 | | WHEREAS, Charles Germain Sr. retired on April 1, 1980, with | 7 | | just one day's absence from his job in 50 years; and | 8 | | WHEREAS, In 1945, Charles Germain Sr. earned a Vail | 9 | | honorable mention citation for saving the life of a customer | 10 | | who threatened suicide; and
| 11 | | WHEREAS, Charles Germain Sr. is survived by his wife of 72 | 12 | | years, Geraldine C. Germain; his daughter, Arlene Kasper; his | 13 | | son-in-law, Edward Kasper; his son, Charles Germain Jr.; his | 14 | | daughter-in-law, Suzanne Germain; his grandchildren, Rene | 15 | | Germain McFadden, Deanna Rae McFadden (Chris Welch), Michael | 16 | | Charles Germain (Marcia), and Kristin Anne Engberg (Scott); and | 17 | | his great-grandchildren, Samantha Engberg, Charles Michael | 18 | | Germain, Ian Welch, and Ryan Welch; therefore, be it
| 19 | | RESOLVED, BY THE SENATE OF THE NINETY-SEVENTH GENERAL | 20 | | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of | 21 | | Charles William Germain Sr., while at the same time celebrating |

| 1 | | his lifetime of hard work and commitment to his family and | 2 | | friends; and be it further
| 3 | | RESOLVED, That a suitable copy of this resolution be | 4 | | presented to the family and friends of Charles William Germain | 5 | | Sr. with our sincere sympathies.
