SYNOPSIS AS INTRODUCED:

110 ILCS 205/20 new

    Amends the Election Code. Provides that, for each even-numbered year that a general election is to be held, each public institution of higher learning shall send an electronic message to each student enrolled in the institution devoted exclusively to information on voter registration. Sets forth requirements concerning the content of the message and when it should be sent. Provides that the Board of Higher Education shall issue a notice to each public institution of higher learning of the requirements concerning the electronic message in August of each even-numbered year during which a general election is held. Amends the Board of Higher Education Act. Provides that the Board of Higher Education shall include specified information concerning college voter registration on its Internet website. Effective January 1, 2014.

1    AN ACT concerning elections.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Election Code is amended by changing Section
51A-17 as follows:
 
6    (10 ILCS 5/1A-17)
7    Sec. 1A-17. Voter registration outreach.
8    (a) The Secretary of State, the Department of Human
9Services, the Department of Children and Family Services, the
10Department of Public Aid, the Department of Employment
11Security, and each public institution of higher learning in
12Illinois must make available on its World Wide Web site a
13downloadable, printable voter registration form that complies
14with the requirements in subsection (d) of Section 1A-16 for
15the State Board of Elections' voter registration form.
16    (b) Each public institution of higher learning in Illinois
17must include voter registration information and a voter
18registration form supplied by the State Board of Elections
19under subsection (e) of Section 1A-16 in any mailing of student
20registration materials to an address located in Illinois. Each
21public institution of higher learning must provide voter
22registration information and a voter registration form
23supplied by the State Board of Elections under subsection (e)

1of Section 1A-16 to each person with whom the institution
2conducts in-person student registration.
3    (c) As used in this Section, a public institution of higher
4learning means a public university, college, or community
5college in Illinois.
6    (d) In addition to any other requirements of this Section,
7each public institution of higher learning shall send an
8electronic message devoted exclusively to information on voter
9registration to each student enrolled in the institution at an
10e-mail address provided by the student. This electronic message
11shall include a link to the websites for the local election
12authority and the State Board of Elections, and a downloadable
13voter registration application. The electronic message shall
14contain information on grace period voter registration. This
15electronic message shall be sent between September 15 and
16September 25 of each even-numbered year during which a general
17election is held. Each public institution of higher learning
18shall submit a copy of their electronic message, along with the
19date that it was sent, to the Board of Higher Education.
20    (e) The Board of Higher Education shall maintain on its
21Internet website a page devoted to the ongoing compliance with
22subsection (d) of this Section. The page shall contain: (i) a
23list of all public institutions of higher learning; (ii) a link
24to the page on each institution's website that contains
25information on voter registration; (iii) suggested language
26for the electronic message that each institution must send; and

1(iv) the date that each institution sent the required
2electronic message, as reported to the Board. The Board shall
3issue a notice to each public institution of higher learning of
4the requirements of subsection (d) of this Section in August of
5each even-numbered year during which a general election is
6held.

9    Section 20. The Board of Higher Education Act is amended by
10adding Section 20 as follows:
 
11    (110 ILCS 205/20 new)
12    Sec. 20. College voter registration; website. The Board
13shall include on its Internet website all information required
14pursuant to subsection (e) of Section 1A-17 of the Election
15Code.
 
16    Section 99. Effective date. This Act takes effect January
171, 2014.
