AMENDMENT TO HOUSE BILL 946

2    AMENDMENT NO. ______. Amend House Bill 946, AS AMENDED, by
3replacing everything after the enacting clause with the
4following:
 
5    "Section 5. The School Code is amended by adding Section
622-77 as follows:
 
7    (105 ILCS 5/22-77 new)
8    (Section scheduled to be repealed on July 1, 2014)
9    Sec. 22-77. Young Adults Heroin Use Task Force.
10    (a) There is created the Young Adults Heroin Use Task Force
11to address the growing problem of heroin use in high schools
12across this State. The Task Force shall consist of all of the
13following members:
14        (1) Three members of the House of Representatives,
15    appointed by the Speaker of the House of Representatives.
16        (2) Two members of the House of Representatives,

1    appointed by the Minority Leader of the House of
2    Representatives.
3        (3) Two members of the House of Representatives who
4    serve in the House Majority Leadership, appointed by the
5    Governor.
6    Members of the Task Force shall serve without compensation
7but shall be reimbursed for their reasonable and necessary
8expenses from funds appropriated to the State Board of
9Education for that purpose. The members of the Task Force shall
10be reimbursed for their travel expenses from appropriations to
11the State Board of Education available for that purpose and
12subject to the rules of the appropriate travel control board.
13    (b) The State Board of Education shall provide
14administrative and other support to the Task Force.
15    (c) The Task Force shall conduct a study on the heroin use
16problem in high schools and suggest programs for high schools
17to use to address the problem, which programs may involve local
18law enforcement agencies.
19    (d) On or before June 30, 2014, the Task Force shall report
20its findings and recommendations to the General Assembly, by
21filing copies of its report as provided in Section 3.1 of the
22General Assembly Organization Act, and to the Governor.
23    (e) The Task Force is abolished and this Section is
24repealed on July 1, 2014.
 
25    Section 99. Effective date. This Act takes effect upon
