1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The School Code is amended by adding Section
521B-27 as follows:
 
6    (105 ILCS 5/21B-27 new)
7    Sec. 21B-27. Provisional certificate.
8    (a) The State Educator Preparation and Licensure Board may
9issue a provisional certificate valid for teaching in early
10childhood, elementary school, high school, or special subject
11fields, for providing services as school service personnel, or
12for administering schools, subject to the following
13conditions: a provisional certificate may be issued to a person
14who meets the requirements for a regular teaching, school
15service personnel, or administrative certificate in another
16state and who presents certified evidence of having earned a
17bachelor's degree from a recognized institution of higher
18learning. The academic and professional courses offered as a
19basis of the provisional certificate shall be courses approved
20by the State Board of Education, in consultation with the State
21Educator Preparation and Licensure Board. A certificate earned
22under this plan is valid for a period of 2 years and shall not
23be renewed.

1    (b) The State Educator Preparation and Licensure Board may
2also issue a provisional vocational certificate and a temporary
3provisional vocational certificate.
4        (1) The requirements for a provisional vocational
5    certificate shall be determined by the State Board of
6    Education, in consultation with the State Educator
7    Preparation and Licensure Board, provided the following
8    minimum requirements are met: at least 60 semester hours of
9    credit from a recognized institution of higher learning. A
10    bachelor's degree is not required for this certificate.
11        (2) The requirements for a temporary provisional
12    vocational certificate shall be determined by the State
13    Board of Education, in consultation with the State Educator
14    Preparation and Licensure Board, provided the following
15    minimum requirements are met: at least 8,000 hours of work
16    experience in the skill to be certified for teaching. Any
17    certificate issued under the provisions of this paragraph
18    (2) shall expire on June 30 following the date of issue.
19    Renewals may be granted on a yearly basis, but shall not be
20    granted to any person who does not file with the State
21    Educator Preparation and Licensure Board a transcript
22    showing at least 3 semester hours of credit earned during
23    the previous year in a recognized institution of learning.
24    No such certificate shall be issued except upon
25    certification by the employing board, subject to the
26    approval of the regional superintendent of schools, that no

1    qualified teacher holding a regular certificate or license
2    or a provisional vocational certificate is available and
3    that actual circumstances and need require such issuance.
4    The courses or work experience offered as a basis for the
5issuance of the provisional vocational certificate or the
6temporary provisional vocational certificate shall be approved
7by the State Board of Education, in consultation with the State
8Educator Preparation and Licensure Board.
9    (c) Notwithstanding anything in this Code to the contrary,
10the State Educator Preparation and Licensure Board shall issue
11part-time provisional certificates to eligible individuals who
12are professionals and craftsmen.
13    The requirements for a part-time provisional certificate
14shall be determined by the State Board of Education, in
15consultation with the State Educator Preparation and Licensure
16Board, provided the following minimum requirements are met: 60
17semester hours of credit from a recognized institution of
18higher learning or 4,000 hours of work experience in the skill
19to be certified for teaching.
20    A part-time provisional certificate may be issued for
21teaching no more than 2 courses of study for grades 6 through
2212. A part-time provisional certificate shall be valid for 2
23years and may be renewed at the end of each 2 year period.
24    (d) A person who qualifies for a certificate under this
25Section is not required to hold a license under this Article.
 
26    Section 99. Effective date. This Act takes effect July 1,
