1    AN ACT concerning local government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Emergency Telephone System Act is amended by
5adding Section 17 as follows:
 
6    (50 ILCS 750/17 new)
7    Sec. 17. 9-1-1 call transfer, forward, or relay.
8    (a) The General Assembly finds the following:
9        (1) Some 9-1-1 systems throughout this State do not
10    have a procedure in place to manually transfer, forward, or
11    relay 9-1-1 calls originating within one 9-1-1 system's
12    jurisdiction, but which should properly be answered and
13    dispatched by another 9-1-1 system, to the appropriate
14    9-1-1 system for answering and dispatch of first
15    responders.
16        (2) On September 25, 1975, the General Assembly gave
17    oversight authority to 9-1-1 systems in the State to the
18    Illinois Commerce Commission.
19        (3) Since that date, the Illinois Commerce Commission
20    has authorized individual 9-1-1 systems in counties and
21    municipalities to implement and upgrade enhanced 9-1-1
22    systems throughout the State.
23    (b) The Commission shall prepare a directory of all

1authorized 9-1-1 systems in the State of Illinois. The
2directory shall include an emergency 10-digit telephone number
3for a Primary Public Safety Answering Point located in each
49-1-1 system to which 9-1-1 calls from another jurisdiction can
5be transferred. This directory shall be made available to each
69-1-1 authority for its use in establishing standard operating
7procedures regarding calls outside its 9-1-1 jurisdiction.
8    (c) Each 9-1-1 system shall provide the Manager of the
9Commission's 9-1-1 Program with the following information:
10        (1) A 10-digit emergency telephone number to which
11    9-1-1 calls originating in another 9-1-1 jurisdiction can
12    be transferred. Each 9-1-1 system shall provide the
13    Commission with any changes to this number immediately upon
14    the change occurring. Each 9-1-1 system shall provide this
15    10-digit emergency telephone number to the Manager of the
16    Commission's 9-1-1 Program within 30 days of the effective
17    date of this amendatory Act of the 98th General Assembly.
18        (2) Its standard operating procedure describing the
19    manner in which the 9-1-1 system will transfer, forward, or
20    relay 9-1-1 calls originating within its jurisdiction, but
21    which should properly be answered and dispatched by another
22    9-1-1 system, to the appropriate 9-1-1 system. Each 9-1-1
23    system shall provide the standard operating procedures to
24    the Manager of the Commission's 9-1-1 Program within 180
25    days of the effective date of this amendatory Act of the
26    98th General Assembly.

1    (d) This Section is repealed on December 31, 2015.
 
2    Section 99. Effective date. This Act takes effect January
31, 2014.
