The Advanced Manufacturing Technologies Fund. | 8 | | Section 10. The Public Community College Act is amended by | 9 | | adding Section 3-53 as follows: | 10 | | (110 ILCS 805/3-53 new) | 11 | | Sec. 3-53. Certified private-public partnership boards. | 12 | | (a) In this Section: | 13 | | "Advanced manufacturing technology" means a program of | 14 | | study that leads students to an industry certification, |

| 1 | | diploma, degree, or combination of these in skills and | 2 | | competencies needed by manufacturers. | 3 | | "Certified private-public partnership board" means a | 4 | | formal group of volunteers within a community college district | 5 | | that may be comprised of some, but not necessarily all, of the | 6 | | following: local and regional manufacturers, applicable labor | 7 | | unions, community college officials, school district | 8 | | superintendents, high school principals, workforce investment | 9 | | boards, or other individuals willing to participate. | 10 | | "Industry certification" means an industry-recognized | 11 | | credential that is (i) industry created, (ii) nationally | 12 | | portable, (iii) third-party-validated by either the | 13 | | International Organization for Standardization or the American | 14 | | National Standards Institute and is data-based and supported. | 15 | | "Institution" means a public high school or community | 16 | | college, including a community college in a community college | 17 | | district to which Article 7 of this Act applies,
that offers | 18 | | instruction in advanced manufacturing technology for credit | 19 | | towards a degree. | 20 | | (b) The creation of a certified private-public partnership | 21 | | board is encouraged and may be authorized at each community | 22 | | college. | 23 | | (c) The Illinois Community College Board may certify | 24 | | private-public partnership boards that meet the requirements | 25 | | of this subsection (c). To become certified, a public-private | 26 | | partnership board shall: |

| 1 | | (1) be minimally comprised of those entities described | 2 | | in subsection (a) of this Section; | 3 | | (2) be led cooperatively by a manufacturer, a school | 4 | | district superintendent, and a community college president | 5 | | or their designees; | 6 | | (3) meet no less than 4 times each year during State | 7 | | fiscal years 2015 and 2016 and thereafter no less than | 8 | | twice each State fiscal year; | 9 | | (4) encourage and define the implementation of | 10 | | programs of study in advanced manufacturing technology to | 11 | | meet the competency and skill demands of manufacturers; | 12 | | (5) define a minimum of 4 programs of study in advanced | 13 | | manufacturing technology to meet the needs of the broadest | 14 | | number of manufacturers in the area; | 15 | | (6) encourage formal alignment and dual-credit | 16 | | opportunities for high school students who begin advanced | 17 | | manufacturing technology training to transition to | 18 | | community college programs of study in advanced | 19 | | manufacturing technology; and | 20 | | (7) establish, as its foundation, the certified | 21 | | production technician credential offered by the | 22 | | Manufacturing Skill Standards Council or its successor | 23 | | entity. | 24 | | (d) A certified private-public partnership board that | 25 | | annually meets the requirements of subsection (c) of this | 26 | | Section may be eligible for a budget stabilization factor for |

| 1 | | advanced manufacturing technology programs of study at | 2 | | participating institutions, subject to appropriation and | 3 | | funding, under the following conditions: | 4 | | (1) The Illinois Community College Board may annually | 5 | | certify that each partnership meets the requirements of | 6 | | subsection (c) of this Section. | 7 | | (2) When met and certified, there can be no reduction | 8 | | from the previous year's appropriation or elimination of | 9 | | appropriations for such advanced manufacturing technology | 10 | | programs, unless the Governor declares a funding emergency | 11 | | exists. | 12 | | (3) The substantive committees of the General Assembly | 13 | | focusing on higher education may, by joint resolution, set | 14 | | the Governor's declaration aside. | 15 | | (4) If the Governor's declaration is not set aside, the | 16 | | appropriation supporting advanced manufacturing technology | 17 | | programs of study may be reduced by no greater than 2% for | 18 | | the next State fiscal year. | 19 | | Nothing in this subsection (d) may be construed to restrict | 20 | | the General Assembly from approving additional appropriations | 21 | | to support advanced manufacturing technology programs of | 22 | | study. | 23 | | (e) Institutions may apply to the Illinois Community | 24 | | College Board for funds needed for purchasing equipment, | 25 | | software, or supplies to support advanced manufacturing | 26 | | technology programs of study that the institution is unable to |

| 1 | | sufficiently obtain through regular appropriations. Such | 2 | | support may not exceed $250,000 per institution for any State | 3 | | fiscal year. Only certified private-public partnership boards | 4 | | are eligible to make application for this support and must show | 5 | | the request meets unfunded needs to ensure alignment and | 6 | | success of the programs of study. This subsection (e) is | 7 | | subject to appropriation. | 8 | | Any non-public entity participating in a private-public | 9 | | partnership as described in subsection (c) of this Section may | 10 | | make contributions to the Advanced Manufacturing Technologies | 11 | | Fund to be used in supporting advanced manufacturing technology | 12 | | programs of study. These contributions from non-public | 13 | | entities shall constitute the entirety of outside deposits into | 14 | | the Advanced Manufacturing Technologies Fund. The Advanced | 15 | | Manufacturing Technologies Fund may be created as a special | 16 | | fund in the State treasury, but no money from the General | 17 | | Revenue Fund, the Common School Fund, the Education Assistance | 18 | | Fund, or other funds within the custody of the State Treasurer | 19 | | may be appropriated or reappropriated to the Advanced | 20 | | Manufacturing Technologies Fund. All money in the Advanced | 21 | | Manufacturing Technologies Fund shall be used, subject to | 22 | | appropriation, by the Illinois Community College Board to | 23 | | support certified public-private partnership boards under this | 24 | | Section and may not be appropriated for any other use. | 25 | | Cash contributions deposited into the Advanced | 26 | | Manufacturing Technologies Fund shall be considered charitable |

| 1 | | contributions for purposes of the Illinois Income Tax Act. | 2 | | Contributions consisting of new or certified used equipment, | 3 | | software, or other supplies shall also be considered charitable | 4 | | contributions for the purposes of the Illinois Income Tax Act, | 5 | | according to the value of the contribution. | 6 | | (f) The Illinois Community College Board may submit an | 7 | | annual report to the Governor, the General Assembly, and the | 8 | | public on or before November 1 of each year describing the | 9 | | status of each private-public partnership board. The report may | 10 | | include the following: | 11 | | (1) An accounting of the expenditures of any money from | 12 | | the Advanced Manufacturing Technologies Fund. | 13 | | (2) Anticipated requests for money from the Advanced | 14 | | Manufacturing Technologies Fund for the upcoming State | 15 | | fiscal year. | 16 | | (3) The number of credentials issued by institutions | 17 | | participating in private-public partnerships. | 18 | | (4) Other such information that the Illinois Community | 19 | | College Board determines is appropriate. | 20 | | (g) The Illinois Community College Board may adopt any | 21 | | rules necessary to carry out the purposes of this Section.
| 22 | | Section 99. Effective date. This Act takes effect upon | 23 | | becoming law.".
