HOUSE JOINT RESOLUTION

 
2    WHEREAS, The Warren G. Murray Developmental Center,
3"Murray Center", was built in 1964 to meet the needs of
4Illinois residents with developmental disabilities; and
 
5    WHEREAS, Part of the mission of the Murray Center has been
6to provide not only medical care for residents but also
7programs and activities to promote the general welfare of the
8residents; and
 
9    WHEREAS, The Murray Center has received certifications
10under State and federal law which allow the care provided at
11the facility to earn federal matching funds under the Medicaid
12program; and
 
13    WHEREAS, Due to the federal Medicaid certification, the
14State of Illinois receives federal matching funds for roughly
1550% of the Murray Center's operational costs; and
 
16    WHEREAS, The operational budget for the Murray Center has
17been close to $40 million annually in recent fiscal years,
18providing federal reimbursements of roughly $20 million
19annually; and
 
20    WHEREAS, Concerns have been raised that the proposal to

1close the Murray Center and the pending action on the closure
2in front of the Illinois Health Facilities and Services Review
3Board could adversely impact the Medicaid certification of the
4Murray Center thereby endangering the collection of federal
5reimbursements; therefore, be it
 
6    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
7NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
8SENATE CONCURRING HEREIN, that we urge the Illinois Department
9of Human Services to take all appropriate actions to ensure
10that the Murray Center maintains its federal Medicaid
11certification to ensure that federal matching funds will be
12earned for care provided at the facility; and be it further
 
13    RESOLVED, We urge the Department of Human Services to
14maintain staffing levels and the provision of resources
15necessary to maintain all necessary certifications to ensure
16that residents of the Murray Center continue to receive the
17high quality of care which has been provided at the facility;
18and be it further
 
19    RESOLVED, That a suitable copy of this resolution be
20presented to the Department of Human Services.
