| 2 | | WHEREAS, The Illinois Prescription Monitoring Program | 3 | | serves as a clinical tool to assist medical providers to better | 4 | | serve their patients while maximizing safety; the Program, in | 5 | | accordance with the enactment of Public Act 91-0576, began | 6 | | electronically collecting information on controlled substances | 7 | | dispensed in the State of Illinois on April 1, 2000; and
| 8 | | WHEREAS, The goal of the Illinois Prescription Monitoring | 9 | | Program is to assist prescribers and pharmacists in the | 10 | | effective treatment of patients seeking medical care, and the | 11 | | Illinois Prescription Monitoring Program website allows | 12 | | prescribers and pharmacists to view a current or prospective | 13 | | patient's prescription history; and
| 14 | | WHEREAS, The Illinois Prescription Monitoring Program has | 15 | | expanded its commitment to service and improved healthcare | 16 | | outcomes by helping prevent the misuse, abuse, and diversion of | 17 | | controlled substance medications; and
| 18 | | WHEREAS, The Illinois Prescription Monitoring Program is a | 19 | | component of and managed by the Illinois Department of Human | 20 | | Services and, through the services of the Illinois Prescription | 21 | | Monitoring Program, has improved the ability to serve | 22 | | healthcare providers in augmenting the effectiveness of |

| 1 | | patient care while similarly successfully helping to reduce | 2 | | healthcare costs and dramatically improve patient safety; and
| 3 | | WHEREAS, The access to the Illinois Prescription | 4 | | Monitoring Program website is available to physicians, | 5 | | pharmacists, dentists, veterinarians, physician assistants, | 6 | | and advanced practice nurses, as well as other prescribers and | 7 | | dispensers; and
| 8 | | WHEREAS, Last year, the Illinois Prescription Monitoring | 9 | | Program collected 16.4 million prescription records; 22,000 | 10 | | prescribers and dispensers referred to its clinical data on a | 11 | | regular basis; and
| 12 | | WHEREAS, Illinois is a participating state in the evolving | 13 | | national program of Prescription Monitoring Program services | 14 | | through the National Association of Boards of Pharmacy to | 15 | | facilitate interstate sharing of data with other participating | 16 | | states on the "Interconnect"; and | 17 | | WHEREAS, Using the Illinois Prescription Monitoring | 18 | | Program website is voluntary, free to registrants, provides | 19 | | fully functional availability for mobile devices, and is | 20 | | accessible 24 hours per day and 7 days a week to provide | 21 | | immediate access to patient prescription history; and

| 1 | | WHEREAS, The Illinois Prescription Monitoring Program is | 2 | | built on the foundation of improving healthcare outcomes while | 3 | | not denying information as needed to assist law enforcement and | 4 | | placing paramount priority on HIPAA privacy requirements; and | 5 | | WHEREAS, The use of the Illinois Prescription Monitoring | 6 | | Program in the evaluation of a patient's controlled substance | 7 | | history is a tool for prescribers and dispensers to incorporate | 8 | | into their daily practice to prevent the accidental overdose or | 9 | | potential drug interactions; therefore, be it
| 10 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | 11 | | NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE | 12 | | SENATE CONCURRING HEREIN, that we designate the month of June | 13 | | of 2014 as "Illinois Prescription Monitoring Program Month" in | 14 | | the State of Illinois.
