| 2 | | WHEREAS, The members of the Illinois House of | 3 | | Representatives are pleased to congratulate Kenneth H. | 4 | | Kessler, mayor of the Village of Mundelein, as he retires from | 5 | | his position as mayor; and
| 6 | | WHEREAS, Mayor Kessler has given 12 years of service to | 7 | | Mundelein; he served as trustee from 1999-2003 and mayor from | 8 | | 2005-2013; and
| 9 | | WHEREAS, Mayor Kessler has numerous accomplishments to | 10 | | reflect on during his time in office; his administration | 11 | | eliminated the village vehicle stickers and dog tags, made | 12 | | board meetings available on cable tv and the internet, began to | 13 | | accept credit card payments for city services, quieted the | 14 | | automated train horns and established a real railway quiet | 15 | | zone, began the downtown redevelopment project, maintained an | 16 | | increase in funding for residential street repairs, weathered | 17 | | the economic recession with minimal impact to services and | 18 | | property tax bills, and organized the electrical aggregation | 19 | | program helping residents save significantly on their | 20 | | electricity cost; his administration converted the village to a | 21 | | single waste hauler agreement, increased recycling, | 22 | | reestablished the Human Relations Commission, began several | 23 | | community initiatives including the Craft Beer Festival, the |

| 1 | | Farmer's Market, and Annual Art Festival, adopted a new zoning | 2 | | ordinance and comprehensive plan, and attracted or retained | 3 | | residential and commercial developments; and
| 4 | | WHEREAS, Under Mayor Kessler's administration, the Village | 5 | | of Mundelein has won many awards; most notably they received | 6 | | the 2010 Community Policing Award of the International Chiefs | 7 | | of Police Association for Enhanced Police Response to Victims, | 8 | | the 2009 International Association of Chiefs of | 9 | | Police/Motorola Webber Seavey Award for Quality in Law | 10 | | Enforcement, and the village was the 2008-2009 Illinois | 11 | | Association of Chiefs of Police Traffic Safety Challenge | 12 | | Winner; the village received the 2008 IACP/Login, Inc., | 13 | | Excellence in Victim Services Award, the 2007 International | 14 | | Association of Chiefs of Police National Law Enforcement | 15 | | Challenge 3rd place Award, the 2006 Ruth H. Rosengarden Victim | 16 | | Service Provider Award, and the 2005 Illinois Park and | 17 | | Recreation Association/Illinois Association of Park | 18 | | Districts/Mundelein Park District Community Service Award; and
| 19 | | WHEREAS, Mayor Kessler's direction for the Village of | 20 | | Mundelein will not end with his departure; he oversaw the | 21 | | hiring of a new village manager, fire chief, police chief, | 22 | | director of public works, and finance director, and the start | 23 | | of a downtown redevelopment project; and

| 1 | | WHEREAS, Mayor Kessler has worked for Rosalind Franklin | 2 | | University of Medicine and Science since 2007; he is an | 3 | | associate professor of psychology and has lived in Mundelein | 4 | | since 1994; he and his wife, Elizabeth, have 2 sons, | 5 | | Christopher and Andrew; he is a U.S. Coast Guard licensed | 6 | | Merchant Marine Master and has a Ph.D. in clinical psychology | 7 | | from Finch University of Health Sciences/The Chicago Medical | 8 | | School; therefore, be it
| 9 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | 10 | | NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | 11 | | we congratulate Village of Mundelein Mayor Ken Kessler as he | 12 | | retires from his position, thank him for his service to his | 13 | | community, and wish him all the best with his future | 14 | | endeavours; and be it further
