2 | | WHEREAS, The members of the Illinois House of |
3 | | Representatives wish to congratulate Representative Jim Sacia |
4 | | on his distinguished service to Illinois' 89th Legislative |
5 | | District and the people of the State of Illinois; and
|
6 | | WHEREAS, Representative Sacia was a member of the Illinois |
7 | | House of Representatives from 2003 to 2013 and served this body |
8 | | with honor and distinction; and
|
9 | | WHEREAS, The people of Carroll, Jo Daviess, Ogle, |
10 | | Stephenson, Whiteside, and Winnebago Counties were very |
11 | | well-served by the leadership of Representative Sacia during |
12 | | his 6 terms in the Illinois House of Representatives; and
|
13 | | WHEREAS, Representative Sacia was born in Winona, |
14 | | Minnesota on March 5, 1944; he grew up as one of 10 children on |
15 | | a dairy farm; he later attended the University of Wisconsin at |
16 | | River Falls, earning a degree in communications; and
|
17 | | WHEREAS, Representative Sacia was an enlisted member of the |
18 | | U.S. Army from 1962 to 1965, serving as a United States Army |
19 | | Ranger; he was a commissioned officer in the Army National |
20 | | Guard from 1965 to 1969; and
|
|

1 | | WHEREAS, Representative Sacia was a police officer in River |
2 | | Falls, Wisconsin from 1967 to 1969; he later served as a |
3 | | Special Agent for the Federal Bureau of Investigation from 1969 |
4 | | to 1997, where he served with distinction; and
|
5 | | WHEREAS, Representative Sacia began serving as the |
6 | | President and CEO of Northern Illinois Tractor Equipment, Inc. |
7 | | in 1997 and still holds the position today; and
|
8 | | WHEREAS, Representative Sacia served as a member of the |
9 | | Winnebago School Board from 1988 to 1996, serving as the |
10 | | board's President from 1994 to 1996; he also served on the |
11 | | Winnebago County Board from 1999 to 2002 and was a member of |
12 | | many other civic and professional boards and commissions; and
|
13 | | WHEREAS, Representative Sacia resides in Pecatonica with |
14 | | his wife, Jenny; together, they are the parents of 3 children, |
15 | | Jerry, John, and Jesse, and are the grandparents of 3 beautiful |
16 | | grandchildren; and
|
17 | | WHEREAS, Representative Sacia is a member of St. Mary's |
18 | | Catholic Church in Pecatonica; and |
19 | | WHEREAS, Representative Sacia is a Life Member of the |
20 | | National Rifle Association and the U.S. Army Ranger |
21 | | Association; and
|

1 | | WHEREAS, Representative Sacia has been affiliated with the |
2 | | Society of Former Agents of the FBI, the Illinois Independent |
3 | | Automobile Dealers Association, the Freeport Chamber of |
4 | | Commerce, the German-American State Bank, the National |
5 | | Federation of Independent Businesses, the American Legion, the |
6 | | Winnebago County Soil and Water District, and the Illinois Farm |
7 | | Bureau; and
|
8 | | WHEREAS, Representative Sacia is a licensed auctioneer in |
9 | | Illinois and Wisconsin; and
|
10 | | WHEREAS, Representative Sacia has received many |
11 | | recognitions and awards, including the Winnebago County |
12 | | Conservation Farmer Award in 1979, the Chairman's Award for |
13 | | Conservation Excellence in 1986, the Conservation Farm Family |
14 | | of the Year Award in 1988, and numerous law enforcement |
15 | | commendations; and
|
16 | | WHEREAS, Since being elected to the House of |
17 | | Representatives, Representative Sacia has served with |
18 | | distinction as the Republican Spokesperson or as a member of |
19 | | many committees, including Agriculture and Conservation, |
20 | | International Trade and Commerce, Judiciary I - Civil Law, |
21 | | Judiciary II - Criminal Law, Public Safety, Appropriations - |
22 | | Public Safety, Elections and Campaign Reform, Tourism and |

1 | | Conventions, Veterans' Affairs, Labor, Pension Fund Management |
2 | | Procurement, Penalty Enhancements and Enlargement, Special |

4 | | Reform, Juvenile Justice Reform, Workers' Compensation Reform, |
5 | | Commerce and Business Development, and Managing Sex Offenders |
6 | | Issues; and |
7 | | WHEREAS, Representative Sacia has always been a legislator |
8 | | who spoke his mind on issues affecting Illinoisans, with a |
9 | | desire to promote open dialogue on all points of view; and |
10 | | WHEREAS, Representative Sacia has been an advocate and |
11 | | public supporter of the Second Amendment and gun rights; and
|
12 | | WHEREAS, Representative Sacia has fought tirelessly for |
13 | | the humane treatment of animals; and |
14 | | WHEREAS, Representative Sacia has prided himself as being a |
15 | | Representative who made decisions that were in the best |
16 | | interest of the majority of his constituents in the 89th |
17 | | Legislative District; therefore, be it

18 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE |
19 | | NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that |
20 | | we wish Representative Sacia all the best in his future |
21 | | endeavors and congratulate him on a job well done in the |
