| 2 | | WHEREAS, The members of the Illinois House of | 3 | | Representatives are saddened to learn of the death of Colonel | 4 | | Janet M. Kamer, Ph.D. of Wheaton, who passed away on February | 5 | | 6, 2014; and
| 6 | | WHEREAS, Col. Janet Kamer retired from the United States | 7 | | Air Force in March of 2013 after 26 years of service; and
| 8 | | WHEREAS, Col. Janet Kamer received her Bachelor of Science | 9 | | in Psychology from the Illinois Institute of Technology in | 10 | | Chicago in 1971, her Master of Arts in Developmental Psychology | 11 | | from Columbia University in New York in 1974, her Master of | 12 | | Arts in Clinical Psychology from Loyola University in Chicago | 13 | | in 1978, her Postgraduate Association in Neurology from Yale | 14 | | University School of Medicine in 1980, and her Doctorate in | 15 | | Clinical Psychology from Loyola University in Chicago in 1981; | 16 | | she attended Squadron Officer School in 1994, Air Command and | 17 | | Staff College in 1997, and the Air War College in 2000; and | 18 | | WHEREAS, Col. Janet Kamer was promoted to First Lieutenant | 19 | | on August 7, 1987, to Captain on August 8, 1989, to Major on | 20 | | March 10, 1994, to Lieutenant Colonel on September 18, 1998, | 21 | | and to Colonel on April 1, 2006; and |

Janet Kamer began her military career as a | 2 | | Clinical Psychologist with the 440th Airlift Wing, General | 3 | | Mitchell International Airport in Milwaukee, Wisconsin from | 4 | | August of 1987 to December of 1988; she followed with | 5 | | assignments as a Clinical Psychologist with the 928th Tactical | 6 | | Airlift Group, O'Hare International Airport in Chicago from | 7 | | December of 1988 to October of 1989; as a Clinical Psychologist | 8 | | with the 88th Medical Group, Wright-Patterson Medical Center, | 9 | | Wright-Patterson AFB, Ohio from October of 1989 to November | 10 | | 2001; as a Clinical Psychologist, Deputy Director of | 11 | | Neuropsychology, Operation Desert Storm, 88th Medical Group, | 12 | | Wright-Patterson Medical Center, Wright-Patterson AFB, Ohio | 13 | | from January of 1990 to April 1990; as Consultant for Combat | 14 | | Stress Programs, Office of the Surgeon General, Air Force | 15 | | Medical Support Agency, AFMSA/SGOC, Bolling Air Force Base, | 16 | | Washington, D.C. from November of 2001 to January of 2004; as | 17 | | Consultant for Combat Stress Programs, Deployment Health | 18 | | Support Directorate, Office of the Assistant Secretary of | 19 | | Defense for Health Affairs, Falls Church, Virginia from January | 20 | | of 2004 to October of 2007; and as Command Consultant for | 21 | | Psychology Headquarters Air Force Reserver Command, Office of | 22 | | the Command Surgeon, Robbins AFB, Georgia from October of 2007 | 23 | | to March of 2013; she was deployed to Mexico in 2012 as team | 24 | | lead for the Defense Institute of Medical Operations, 21st | 25 | | Century Warrior; and

Janet Kamer received numerous awards and | 2 | | decorations including the Meritorious Service Medal with two | 3 | | oak leaf clusters, the Air Force Commendation Medal, the Air | 4 | | Force Outstanding Unit award with three oak leaf clusters, the | 5 | | Air Force Recognition Award, the National Defense Service Medal | 6 | | with one service star, the Global War on Terrorism Service | 7 | | Medal, the Air Force Longevity Service Award with five oak leaf | 8 | | clusters, the Armed Forces Reserve Medal with one mobilization | 9 | | device and silver hourglass, the Air Force Training Ribbon, and | 10 | | the Medical Services Biomedical Sciences Corps Mobilization | 11 | | Augmentee of the Year 2008; and
| 12 | | WHEREAS, Col. Janet Kamer was an active supporter of many | 13 | | veteran's causes; she was a board member of the Reserve | 14 | | Officers Association National Defense Education Forum, | 15 | | past-President of the Reserve Officers Association Department | 16 | | of Illinois, President-Elect of the Military Officers | 17 | | Association Department of Illinois West Suburban Chapter, | 18 | | board member of the DuPage County Illinois Veterans Assistance | 19 | | Commission, and member of the Mental Health and Education | 20 | | Committees of Illinois Joining Forces; and | 21 | | WHEREAS, In her civilian life, Col. Janet Kamer was the | 22 | | Director of Neuropsychology for Meier Clinics in Wheaton, and | 23 | | she was a professor at the College of DuPage; and |

| 1 | | WHEREAS, Col. Janet Kamer was preceded in death by her son, | 2 | | Eric Kamer Meador, and by her parents Harry D. and Jean Kamer; | 3 | | and
| 4 | | WHEREAS, Col. Janet Kamer is survived by her husband, David | 5 | | R. Meador; her son, Lt. Commander Michael K. (Tracy) Meador, | 6 | | U.S.N.; her granddaughter, Natalie Erica; her sons, Monday | 7 | | Akogwu and Diedre Cardosa; and her brother, Harry F. | 8 | | (Maritherese) Kamer; therefore, be it
| 9 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | 10 | | NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | 11 | | we mourn the passing of Colonel Janet M. Kamer, Ph.D., and | 12 | | extend our sincere condolences to her family, friends, and all | 13 | | who knew and loved her; and be it further
| 14 | | RESOLVED, That a suitable copy of this resolution be | 15 | | presented to the family of Col. Janet Kamer as an expression of | 16 | | our deepest sympathy.
