| 2 | | WHEREAS, In 2013, over 107,000 vehicles were tested by | 3 | | Illinois's emissions testing program; and
| 4 | | WHEREAS, $16,000,000 was spent on administering Illinois's | 5 | | emissions testing program by the Illinois
Environmental | 6 | | Protection Agency and the Secretary of State and $14,000,000 on | 7 | | a private contractor to conduct the testing, for a total of | 8 | | $30,000,000 being spent in just 3 regions of the
State - | 9 | | Chicago, the collar counties, and the Metro East St. Louis | 10 | | area; and
| 11 | | WHEREAS, Illinois will spend an estimated total of | 12 | | $240,000,000 to conduct vehicle emissions
testing throughout | 13 | | the upcoming 8-year contract effective April 1, 2015; this | 14 | | averages out to an estimated $280.00 per test in 2013 when
| 15 | | including the cost to administer and conduct the testing; and
| 16 | | WHEREAS, The Illinois Environmental Protection Agency is | 17 | | currently taking bids from private
contractors ready to sign an | 18 | | 8-year contract with the State to conduct emissions testing
| 19 | | effective May 1, 2015; and
| 20 | | WHEREAS, 20 other states have de-centralized their | 21 | | emissions testing program; only 2 other
states, Washington and |

| 1 | | New Jersey, have similar testing programs such as Illinois; | 2 | | therefore, be it
| 3 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | 4 | | NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | 5 | | we that we urge the Illinois Environmental Protection Agency to | 6 | | eliminate the
vehicle emissions testing program when the | 7 | | current contract expires March 31, 2015; and be it further
| 8 | | RESOLVED, We also urge the Illinois Environmental | 9 | | Protection Agency not to enter into a new
contract nor renew | 10 | | any previous contract; and be it further | 11 | | RESOLVED, That a suitable copy of this resolution be | 12 | | delivered to the Illinois Environmental
Protection Agency | 13 | | Director Lisa Bonnett, Illinois Secretary of State Jesse White, | 14 | | and Illinois Governor Pat Quinn.
