| 2 | | WHEREAS, The members of the Illinois House of | 3 | | Representatives are pleased to recognize Detective Richard | 4 | | Wistocki of the Naperville Police Department on being honored | 5 | | by the Citizens Appreciate Public Safety committee (CAPS) on | 6 | | May 15, 2014; and
| 7 | | WHEREAS, Det. Wistocki has been with the Naperville Police | 8 | | Department for 24 years; in his last 18 years as an Internet | 9 | | Crimes Investigator with the Naperville Police Department, he | 10 | | has forged
numerous partnerships with the community and other | 11 | | law enforcement agencies; he is one of the founding
members and | 12 | | an affiliate member of the Illinois Attorney General's High | 13 | | Tech Crimes Bureau; and
| 14 | | WHEREAS, Det. Wistocki's passion is concentrated in | 15 | | teaching parents how to protect their children while online; he
| 16 | | takes his
juvenile investigations experience and applies it to | 17 | | situations parents may encounter with their children online; he | 18 | | currently presents every other month to parent groups on how to | 19 | | protect their children
online and he is a regular guest on Fox | 20 | | 32 Chicago as an expert in Cyber-Safety; he is a part-time | 21 | | investigator with the WCSAO, conducts undercover operations | 22 | | against people who exploit children online, and is a member of | 23 | | the High Technology Crimes Unit with the Will County State's |

| 1 | | Attorney's Office; in May of 2007, he presented to the National | 2 | | Governors Association on Keeping Kids
Safe Online; and
| 3 | | WHEREAS, In 2006, MySpace.com, owned by Fox Interactive | 4 | | Media, presented Det. Wistocki with the
"Law Enforcement | 5 | | Innovation" award and he served as the Law Enforcement Liaison | 6 | | between MySpace and the
Attorney General's Internet Crimes | 7 | | against Children Task Force; he has received the National | 8 | | Exchange Club of Naperville "Officer of
the Year" award (2007), | 9 | | the CAPS Officer of the Year/George Pradel Award (2008), the | 10 | | Son's of the American Revolution Officer of the Year award | 11 | | (2008), and the CAPS Meritorious Unit Award for Computer Crimes | 12 | | Investigation (2012); and
| 13 | | WHEREAS, Det. Wistocki is currently an instructor at the | 14 | | Northeast Multi-Regional Training Center teaching detectives | 15 | | and patrol officers how to investigate internet crime; prior to | 16 | | this assignment, he
was an adjunct professor with the College | 17 | | of DuPage Suburban Law Enforcement Academy for 7 years; he is a | 18 | | member of the Illinois Tactical Officers Association since | 19 | | 1995, the Internet Crimes Against Children Task Force since | 20 | | 1998, the High Tech Criminal Investigators Association since | 21 | | 2000, and the United States Secret Service Computer Electronics | 22 | | Task Force since 2001; and | 23 | | WHEREAS, Det. Wistocki has a Bachelor of Arts in Criminal |

| 1 | | Justice from St. Xavier University in Chicago and is a 1989 | 2 | | graduate of the Cook County Police Academy; he has been married | 3 | | to Anita for 23 years, and they have 2 sons, Anthony and | 4 | | Dominic; therefore, be it
| 5 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | 6 | | NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | 7 | | we recognize Detective Richard Wistocki of the Naperville | 8 | | Police Department on being honored by the Citizens Appreciate | 9 | | Public Safety committee, and wish him the best in all his | 10 | | future endeavors; and be it further
