| 1 | | HOUSE RESOLUTION
| 2 | | WHEREAS, Behavioral health is an essential part of good | 3 | | health and one's overall wellness; and
| 4 | | WHEREAS, Prevention of mental and/or substance use | 5 | | disorders works, treatment is effective, and people recover in | 6 | | our area and around the nation; and
| 7 | | WHEREAS, Preventing and overcoming mental and/or substance | 8 | | use disorders is essential to achieving healthy lifestyles, | 9 | | both physically and emotionally; and
| 10 | | WHEREAS, We must encourage relatives and friends of people | 11 | | with mental and/or substance use disorders to implement | 12 | | preventive measures, recognize the signs of a problem, and | 13 | | guide those in need to appropriate treatment and recovery | 14 | | support services; and
| 15 | | WHEREAS, In 2011, 2.3 million people aged 12 or older | 16 | | received specialty treatment for a substance use disorder and | 17 | | 31.6 million adults aged 18 or older received mental health | 18 | | services, according to the 2011 National Survey on Drug Use and | 19 | | Health; given the serious nature of this public health problem, | 20 | | we must continue to reach the millions more who need help; and |

| 1 | | WHEREAS, On October 1, 2013, as a result of the Affordable | 2 | | Care Act, more than 11 million uninsured individuals with | 3 | | behavioral health needs will become eligible for affordable | 4 | | insurance coverage for their treatment needs, according to the | 5 | | 2011 National Survey on Drug Use and Health; we must ensure | 6 | | that all of these individuals are successfully enrolled into | 7 | | coverage; and
| 8 | | WHEREAS, To help more people achieve and sustain long-term | 9 | | recovery, the United States Department of Health and Human | 10 | | Services, the Substance Abuse and Mental Health Services | 11 | | Administration, the White House Office of National Drug Control | 12 | | Policy, and the members of the Illinois House of | 13 | | Representatives invite all residents of the State of Illinois | 14 | | to participate in National Recovery Month; therefore, be it
| 15 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | 16 | | NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | 17 | | we designate the month of September 2014 as National Recovery | 18 | | Month in the State of Illinois and call upon the people of this | 19 | | State to observe this month with appropriate programs, | 20 | | activities, and ceremonies to support this year's Recovery | 21 | | Month.
