| 7 | | Sec. 38.
Monetary award
program accountability. | 8 | | (a) The Illinois Student Assistance Commission is directed
| 9 | | to assess the educational persistence of monetary award program | 10 | | recipients. An
assessment under this Section shall include an | 11 | | analysis of such factors as
undergraduate educational goals, | 12 | | chosen field of study, retention rates, and
expected time to | 13 | | complete a degree. The assessment also shall include an
| 14 | | analysis of the academic success of monetary award program | 15 | | recipients through a
review of measures that are typically | 16 | | associated with academic success, such as
grade point average, |

| 1 | | satisfactory academic progress, and credit hours earned.
Each | 2 | | analysis should take into consideration student class level, | 3 | | dependency
types, and the type of higher education institution | 4 | | at which each monetary
award
program recipient is enrolled. The | 5 | | Commission shall report its findings to the
General Assembly | 6 | | and the Board of Higher Education by February 1, 1999 and at
| 7 | | least every 2 years thereafter.
| 8 | | (b) The Commission shall assess the student completion | 9 | | performance of institutions of higher learning participating | 10 | | in the monetary award program (MAP). In assessing institutional | 11 | | performance, the Commission shall generate a model for | 12 | | predicted performance using such risk factors as Pell | 13 | | participation rate, delayed enrollment, part-time enrollment, | 14 | | students working full-time while enrolled, students | 15 | | financially independent for purposes of determining Title IV | 16 | | federal student aid, students with a dependent or dependents, | 17 | | single parenthood, completion of high school with a General | 18 | | Educational Development certificate or other high school | 19 | | completion certificate, or non-completion of high school. | 20 | | The Commission shall compare the institution's
completion | 21 | | rate for first-time, full-time students, as reported to the
| 22 | | U.S. Department of Education, to the modeled, predicted rate | 23 | | and annually publish the results. | 24 | | The Commission shall calculate a minimum completion | 25 | | threshold for each institution that is equal to 90% of the | 26 | | institution's predicted completion rate. | 1 | | to meet the minimum completion
threshold for 2 successive | 2 | | academic years shall be placed on warning
status. Institutions | 3 | | on warning status shall be required to
notify all current and | 4 | | prospective students of its status and the
reason for that | 5 | | status. Institutions on warning status must bring their
| 6 | | completion rates to the minimum threshold within the 2 academic
| 7 | | years following placement on warning status (the remedial | 8 | | period) or be
subject to the following: | 9 | | (1) A 20% reduction in the funding rate for each
paid | 10 | | MAP grant for each of the 2 subsequent academic years | 11 | | following the remedial period. | 12 | | (2) If the institution fails to bring its completion | 13 | | rate
to the minimum threshold within the first 2 academic | 14 | | years following the remedial period, then it will be | 15 | | subject to a 40%
reduction in the funding rate for each | 16 | | paid MAP grant. | 17 | | (3) If the institution fails to bring its completion | 18 | | rate
to the minimum threshold within the first 4 academic | 19 | | years following the remedial period, then its eligibility | 20 | | to participate in the monetary award program shall be | 21 | | suspended until it has met the minimum completion rate for | 22 | | 2 successive academic years. | 23 | | (4) If the institution successfully meets or exceeds | 24 | | the
minimum completion rate threshold during any of the 4 | 25 | | academic years following the remedial period, its funding | 26 | | rate shall be restored to 100%. |

| 1 | | (c) An institution participating in the monetary award
| 2 | | program must provide the following disclosures and services to
| 3 | | all grant recipients: | 4 | | (1) Information about completion rates, including
| 5 | | performance against predicted completion rates, typical | 6 | | costs
and debt incurred for the selected program of study, | 7 | | and graduate
outcomes for the selected program, including | 8 | | graduate school
admission and employment rates. | 9 | | (2) A 2-week period of initial study, from which
a | 10 | | student may withdraw without incurrence of any financial | 11 | | obligation for tuition and fees. | 12 | | (3) Easy access to information about their progress
| 13 | | toward their program's completion requirements, including | 14 | | credits
earned, credits remaining, and incurred costs and | 15 | | debt. The information shall include enough detail to enable | 16 | | a student to make reasonable projections of the time and | 17 | | costs necessary to complete his or her degree. | 18 | | (4) Trained, easily accessible staff who can help them
| 19 | | complete their enrollment, develop their academic plans, | 20 | | and sort
