1    AN ACT concerning regulation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Public Accounting Act is amended by
5adding Section 30.9 as follows:
 
6    (225 ILCS 450/30.9 new)
7    Sec. 30.9. Tax return preparation task force. The
8Department shall convene a task force consisting of 8 members,
9one of whom shall be appointed by the Department and be a
10representative of the Department; one of whom shall be
11appointed by the Department and be a representative of a
12statewide association representing CPAs; one of whom shall be
13appointed by the Department and be an enrolled agent or
14representative of the tax return preparation industry; one of
15whom shall be the Director of Revenue or his or her designee;
16one of whom shall be appointed by the majority caucus leader of
17the House of Representatives; one of whom shall be appointed by
18the majority caucus leader of the Senate; one of whom shall be
19appointed by the minority caucus leader of the House of
20Representatives; and one of whom shall be appointed by the
21minority caucus leader of the Senate. The task force shall
22prepare a report that does the following: determines the
23appropriate scope of a program for regulating commercial tax

1return preparers; addresses the appropriate qualifications,
2including, but not limited to, minimum educational
3qualifications and continuing educational requirements for
4commercial tax return preparers; and considers any other
5matters the task force determines to be necessary or
6appropriate. The task force shall meet no less than 3 times
7before the end of the year in which this amendatory Act of the
898th General Assembly becomes effective. The report required
9under this Section shall be submitted by no later than December
101, 2015 to the Secretary of Financial and Professional
11Regulation, the Governor, the Speaker of the House of
12Representatives, and the President of the Senate. Members of
13the task force shall receive no compensation, but shall be
14reimbursed for expenses necessarily incurred in the
15performance of their duties.
16    This Section is repealed July 1, 2016.
 
17    Section 99. Effective date. This Act takes effect upon
18becoming law.
