| 2 | | AMENDMENT NO. ______. Amend Senate Bill 3017 by replacing | 3 | | everything after the enacting clause with the following:
| 4 | | "Section 5. The University of Illinois Act is amended by | 5 | | adding Section 90 as follows: | 6 | | (110 ILCS 305/90 new) | 7 | | Sec. 90. Prohibition on use of State funds; boycott. | 8 | | (a) The legislature finds that it is
beneficial to students | 9 | | of this State to have access to an education that
is not bound | 10 | | by borders and to have the opportunity to obtain a global
| 11 | | education. The legislature further finds that it is important | 12 | | that this State undertake efforts to ensure that its students | 13 | | succeed in a
world that is continually becoming more | 14 | | interdependent and diverse and,
further, that students have | 15 | | access to international higher education
institutions. A | 16 | | global education allows students to connect, compete,
and |

in those countries. | 6 | | (b) The University may not use State aid provided directly | 7 | | to
the University to fund an academic entity, provide funds for | 8 | | membership
in an academic entity, or fund travel or lodging for | 9 | | any employee to
attend a meeting of an academic entity if the | 10 | | academic entity has issued a
public resolution or other | 11 | | official statement or undertaken an official
action boycotting | 12 | | a country that is a member of the Organisation for Economic | 13 | | Co-Operation and Development or higher education institutions
| 14 | | located in that country. | 15 | | (c) Notwithstanding any other law to the contrary, the | 16 | | University is not eligible for State aid during the academic | 17 | | year in which the University is in
violation of subsection (b) | 18 | | this Section. | 19 | | (d) The provisions of this Section do not apply: | 20 | | (1) if the country is determined by the United States | 21 | | Secretary of State to be a state sponsor of terrorism; | 22 | | (2) if the boycott is connected with a labor dispute; | 23 | | or | 24 | | (3) if the boycott is for the purpose of protesting | 25 | | unlawful
discriminatory practices, as determined by the | 26 | | laws or administrative rules

The Southern Illinois University Management | 9 | | Act is amended by adding Section 75 as follows: | 10 | | (110 ILCS 520/75 new) | 11 | | Sec. 75. Prohibition on use of State funds; boycott. | 12 | | (a) The legislature finds that it is
beneficial to students | 13 | | of this State to have access to an education that
is not bound | 14 | | by borders and to have the opportunity to obtain a global
| 15 | | education. The legislature further finds that it is important | 16 | | that this State undertake efforts to ensure that its students | 17 | | succeed in a
world that is continually becoming more | 18 | | interdependent and diverse and,
further, that students have | 19 | | access to international higher education
