Amends the General Provisions Article of the Illinois Pension Code. Provides that a person who first becomes a member of a board or commission or an elected official of a unit of local government on or after the effective date of the amendatory Act and who serves in that capacity on less than a full-time basis, as determined by rule by the Public Pension Division of the Department of Insurance, is not entitled to accrue service or creditable service under the Code for service in that capacity, if the unit of local government is a county or has any portion of its boundaries within a county that levies a property tax. Effective immediately.

2 | | Be it enacted by the People of the State of Illinois,

3 | | represented in the General Assembly:

4 | | Section 5. The Illinois Pension Code is amended by adding |
5 | | Section 1-167 as follows: |
6 | | (40 ILCS 5/1-167 new) |
7 | | Sec. 1-167. No service credit for part-time service by |
8 | | board members or elected officials; units of local government. |
9 | | (a) Notwithstanding any other provision of this Code, a |
10 | | person who first becomes a member of a board or commission of a |
11 | | unit of local government on or after the effective date of this |
12 | | amendatory Act of the 98th General Assembly and who serves in |
13 | | that capacity on less than a full-time basis, as determined by |
14 | | rule by the Public Pension Division of the Department of |
15 | | Insurance, is not entitled to accrue service or creditable |
16 | | service under this Code for service in that capacity, if the |
17 | | unit of local government is a county or has any portion of its |
18 | | boundaries within a county that levies a property tax. |
