Amends the General Assembly Operations Act. Provides that the printer's copy
shall be furnished and
delivered to the Secretary of State by the Enrolling and
Engrossing Department of the 2 Houses, in such format as the Secretary of State and the Enrolling and Engrossing Departments may agree. Provides that electronic copies of the bound volumes of the session laws of the General Assembly may be made available upon agreement. Effective immediately.

| 2 | | Be it enacted by the People of the State of Illinois,
| 3 | | represented in the General Assembly:
| 4 | | Section 5. The General Assembly Operations Act is amended | 5 | | by changing Section 10 as follows:
| 6 | | (25 ILCS 10/10)
| 7 | | Sec. 10. General Assembly printing; session laws.
| 8 | | (a) Authority. Public printing for the use of either House
| 9 | | of the General Assembly shall
be subject to its control.
| 10 | | (b) Time of delivery. Daily calendars, journals, and other
| 11 | | similar printing for which
manuscript or copy is delivered to | 12 | | the Legislative Printing Unit
by the clerical officer of either
| 13 | | House shall be printed so as to permit delivery at any | 14 | | reasonable
time required by the clerical
officer. Any petition, | 15 | | bill, resolution, joint resolution,
memorial, and similar | 16 | | manuscript or copy
delivered to the Legislative Printing Unit | 17 | | by the clerical officer
of either House shall be printed
at any | 18 | | reasonable time required by that officer.
| 19 | | (c) Style. The manner, form, style, size, and arrangement | 20 | | of
type used in printing the
bills, resolutions, amendments, | 21 | | conference reports, and journals,
including daily journals, of | 22 | | the
General Assembly shall be as provided in the Rules of the | 23 | | General
Assembly.

| 1 | | (d) Daily journal. The Clerk of the House of
| 2 | | Representatives and the Secretary of the
Senate shall each | 3 | | prepare and deliver to the Legislative Printing
Unit, | 4 | | immediately after the close
of each daily session, a printer's | 5 | | copy of the daily journal for
their respective House.
| 6 | | (e) Daily and bound journals.
| 7 | | (1) Subscriptions. The Legislative Printing Unit shall
| 8 | | have printed the number
of copies of the daily journal as | 9 | | may be requested by the clerical
officer of each House. The
| 10 | | Secretary of the Senate and the Clerk of the House of
| 11 | | Representatives shall furnish a copy of
each daily journal | 12 | | of their respective House to those persons who
apply | 13 | | therefor upon payment
of a reasonable subscription fee | 14 | | established separately by the
Secretary of the Senate and | 15 | | the
Clerk of the House for their respective House. Each | 16 | | subscriber
shall specify at the time he or
she subscribes | 17 | | the address where he or she wishes the journals
mailed. The | 18 | | daily journals shall
be furnished free of charge on a | 19 | | pickup basis to State offices and
to the public as long as | 20 | | the
supply lasts. The Secretary of the Senate and the Clerk | 21 | | of the
House shall determine the number
of journals | 22 | | available for pickup at their respective offices.
| 23 | | (2) Other copies. After the General Assembly adjourns,
| 24 | | the Clerk of the
House and the Secretary of the Senate | 25 | | shall prepare and deliver to
the Legislative Printing Unit
| 26 | | a printer's copy of matter for the regular House and Senate

| 1 | | journals, together with any matter,
not previously printed | 2 | | in the daily journals, that is required by
law, by order of | 3 | | either House,
or by joint resolution to be printed in the | 4 | | journals. The
Legislative Printing Unit shall have
printed | 5 | | the number of copies of the bound journal as may be
| 6 | | requested by the clerical officer
of each House. A | 7 | | reasonable number of bound volumes of the
journal of each | 8 | | House of the
General Assembly shall be provided to State | 9 | | and local officers,
boards, commissions,
institutions, | 10 | | departments, agencies, and libraries requesting them
| 11 | | through canvasses conducted
separately by the Secretary of | 12 | | the Senate and the Clerk of the
House. Reasonable fees
| 13 | | established separately by the Secretary of the Senate and | 14 | | the
Clerk of the House may be charged
for bound volumes of | 15 | | the journal of each House of the General
Assembly.
| 16 | | (f) Session laws. Immediately after the General Assembly | 17 | | adjourns, the
Secretary of State shall prepare
a printer's copy | 18 | | for the "Session Laws of Illinois" that shall set
forth in full | 19 | | all Acts and joint
resolutions passed by the General Assembly | 20 | | at the session just
concluded and all executive
orders of the | 21 | | Governor taking effect under Article V, Section 11
of the | 22 | | Constitution and the
Executive Reorganization Implementation | 23 | | Act. The printer's copy
shall be furnished and
delivered to the | 24 | | Secretary of State by the Enrolling and
Engrossing Department | 25 | | of the 2 Houses , in such format as the Secretary of State and | 26 | | the Enrolling and Engrossing Departments may agree .
At the time |

| 1 | | an enrolled law is filed with the Secretary of
State, whether | 2 | | before or after
the conclusion of the session in which it was | 3 | | passed, it shall be
assigned a Public Act number,
the first | 4 | | part of which shall be the number of the General
Assembly | 5 | | followed by a dash and then
a number showing the order in which | 6 | | that law was filed with the
Secretary of State.
The title page | 7 | | of each volume of the session laws shall
contain the following: | 8 | | "Printed
by the authority of the General Assembly of the State | 9 | | of
Illinois". The laws shall be arranged
by the Secretary of | 10 | | State and printed in the chronological order
of Public Act | 11 | | numbers. At the
end of each Act the dates when the Act was | 12 | | passed by the General
Assembly and when the Act
was approved by | 13 | | the Governor shall be stated. Any Act becoming law
without the | 14 | | approval of
the Governor shall be marked at its end in the | 15 | | session laws by the
printed certificate of the
Secretary of | 16 | | State. Executive orders taking effect under Article
V, Section | 17 | | 11 of the
Constitution and the Executive Reorganization | 18 | | Implementation Act
shall be printed in
chronological order of | 19 | | executive order number and shall state at
the end of each | 20 | | executive order
the date it was transmitted to the General | 21 | | Assembly and the date
it takes effect.
In the case of an | 22 | | amendatory Act, the changes made by the
amendatory Act shall be
| 23 | | indicated in the session laws in the following manner: (i) all
| 24 | | new matter shall be underscored; and (ii) all matter deleted by | 25 | | the amendatory
Act shall be shown crossed with a line.
The | 26 | | Secretary of State shall prepare and furnish a table of

| 1 | | contents and an index to each
volume of the session laws.
| 2 | | (g) Distribution. The bound volumes of the session laws of
| 3 | | the General Assembly or, upon agreement, an electronic copy of | 4 | | the bound volumes,
shall be made available to the following:
| 5 | | (1) one copy of each to each State officer, board,
| 6 | | commission, institution, and
department requesting a copy | 7 | | in accordance with a canvass conducted by
the Secretary of | 8 | | State before
the printing of the session laws except judges | 9 | | of the appellate
courts and judges and
associate judges of | 10 | | the circuit courts;
| 11 | | (2) 10 copies to the law library of the Supreme Court;
| 12 | | one copy each to the law
libraries of the appellate courts; | 13 | | and one copy to each of the
county law libraries or, in | 14 | | those counties without county
law libraries, one copy
to | 15 | | the clerk of the circuit court;
| 16 | | (3) one copy of each to each county clerk;
| 17 | | (4) 10 copies of each to the library of the University
| 18 | | of Illinois;
| 19 | | (5) 3 copies of each to the libraries of the University
| 20 | | of Illinois at Chicago,
Southern Illinois University at | 21 | | Carbondale, Southern Illinois
University at Edwardsville,
| 22 | | Northern Illinois University, Western Illinois University, | 23 | | Eastern
Illinois University, Illinois
State University, | 24 | | Chicago State University, Northeastern Illinois
| 25 | | University, Chicago Kent
College of Law, DePaul | 26 | | University, John Marshall Law School,
Loyola University,

| 1 | | Northwestern University, Roosevelt University, and the | 2 | | University
of Chicago;
| 3 | | (6) a number of copies sufficient for exchange purposes
| 4 | | to the Legislative
Reference Bureau and the University of | 5 | | Illinois College of Law
Library;
| 6 | | (7) a number of copies sufficient for public libraries
| 7 | | in the State to the State
Library; and
| 8 | | (8) the remainder shall be retained for
distribution as | 9 | | the interests of the
State may require to persons making | 10 | | application in writing or in
person for the publication.
| 11 | | (h) Messages and reports. The following shall be printed in
| 12 | | a quantity not to exceed
the maximum stated in this subsection | 13 | | and bound and distributed at
public expense:
| 14 | | (1) messages
to the General Assembly by the Governor, | 15 | | 10,000 copies;
| 16 | | (2) the
biennial report of the Lieutenant
Governor, | 17 | | 1,000 copies;
| 18 | | (3) the biennial report of the Secretary of
State, | 19 | | 3,000 copies;
| 20 | | (4) the biennial
report of the State Comptroller, 5,000 | 21 | | copies;
| 22 | | (5) the biennial report
of the State Treasurer, 3,000
| 23 | | copies;
| 24 | | (6) the annual report of the State Board of Education, | 25 | | 6,000
copies; and
| 26 | | (7) the biennial report
and annual opinions of the |

| 1 | | Attorney General, 5,000 copies.
| 2 | | The
reports of all other State
officers, boards, | 3 | | commissions, institutions, and departments shall
be printed, | 4 | | bound, and
distributed at public expense in a number of copies | 5 | | determined
from previous experience not to
exceed the probable | 6 | | and reasonable demands of the State therefor.
Any other report | 7 | | required
by law to be made to the Governor shall, upon his or | 8 | | her order, be
printed in the quantity
ordered by the Governor, | 9 | | bound and distributed at public expense.

| 11 | | Section 99. Effective date. This Act takes effect upon | 12 | | becoming law.
