| 2 | | AMENDMENT NO. ______. Amend Senate Bill 3288 by replacing | 3 | | everything after the enacting clause with the following:
| 4 | | "Section 5. The General Assembly Operations Act is amended | 5 | | by changing Section 10 as follows:

| 7 | | Sec. 10. General Assembly printing; session laws.
| 8 | | (a) Authority. Public printing for the use of either House
| 9 | | of the General Assembly shall
be subject to its control.
| 10 | | (b) Time of delivery. Daily calendars, journals, and other
| 11 | | similar printing for which
manuscript or copy is delivered to | 12 | | the Legislative Printing Unit
by the clerical officer of either
| 13 | | House shall be printed so as to permit delivery at any | 14 | | reasonable
time required by the clerical
officer. Any petition, | 15 | | bill, resolution, joint resolution,
memorial, and similar | 16 | | manuscript or copy
delivered to the Legislative Printing Unit |

| 1 | | by the clerical officer
of either House shall be printed
at any | 2 | | reasonable time required by that officer.
| 3 | | (c) Style. The manner, form, style, size, and arrangement | 4 | | of
type used in printing the
bills, resolutions, amendments, | 5 | | conference reports, and journals,
including daily journals, of | 6 | | the
General Assembly shall be as provided in the Rules of the | 7 | | General
Assembly.
| 8 | | (d) Daily journal. The Clerk of the House of
| 9 | | Representatives and the Secretary of the
Senate shall each | 10 | | prepare and deliver to the Legislative Printing
Unit, | 11 | | immediately after the close
of each daily session, a printer's | 12 | | copy of the daily journal for
their respective House.
| 13 | | (e) Daily and bound journals.
| 14 | | (1) Subscriptions. The Legislative Printing Unit shall
| 15 | | have printed the number
of copies of the daily journal as | 16 | | may be requested by the clerical
officer of each House. The
| 17 | | Secretary of the Senate and the Clerk of the House of
| 18 | | Representatives shall furnish a copy of
each daily journal | 19 | | of their respective House to those persons who
apply | 20 | | therefor upon payment
of a reasonable subscription fee | 21 | | established separately by the
Secretary of the Senate and | 22 | | the
Clerk of the House for their respective House. Each | 23 | | subscriber
shall specify at the time he or
she subscribes | 24 | | the address where he or she wishes the journals
mailed. The | 25 | | daily journals shall
be furnished free of charge on a | 26 | | pickup basis to State offices and
to the public as long as |

supply lasts. The Secretary of the Senate and the Clerk | 2 | | of the
House shall determine the number
of journals | 3 | | available for pickup at their respective offices.
| 4 | | (2) Other copies. After the General Assembly adjourns,
| 5 | | the Clerk of the
House and the Secretary of the Senate | 6 | | shall prepare and deliver to
the Legislative Printing Unit
| 7 | | a printer's copy of matter for the regular House and Senate
| 8 | | journals, together with any matter,
not previously printed | 9 | | in the daily journals, that is required by
law, by order of | 10 | | either House,
or by joint resolution to be printed in the | 11 | | journals. The
Legislative Printing Unit shall have
printed | 12 | | the number of copies of the bound journal as may be
| 13 | | requested by the clerical officer
of each House. A | 14 | | reasonable number of bound volumes of the
journal of each | 15 | | House of the
General Assembly shall be provided to State | 16 | | and local officers,
boards, commissions,
institutions, | 17 | | departments, agencies, and libraries requesting them
| 18 | | through canvasses conducted
separately by the Secretary of | 19 | | the Senate and the Clerk of the
House. Reasonable fees
| 20 | | established separately by the Secretary of the Senate and | 21 | | the
Clerk of the House may be charged
for bound volumes of | 22 | | the journal of each House of the General
Assembly.
| 23 | | (f) Session laws. Immediately after the General Assembly | 24 | | adjourns, the
Secretary of State shall prepare
a printer's copy | 25 | | for the "Session Laws of Illinois" that shall set
forth in full | 26 | | all Acts and joint
resolutions passed by the General Assembly |

| 1 | | at the session just
concluded and all executive
orders of the | 2 | | Governor taking effect under Article V, Section 11
of the | 3 | | Constitution and the
Executive Reorganization Implementation | 4 | | Act. The printer's copy
shall be furnished and
delivered to the | 5 | | Secretary of State by the Enrolling and
Engrossing Department | 6 | | of the 2 Houses.
At the time an enrolled law is filed with the | 7 | | Secretary of
State, whether before or after
the conclusion of | 8 | | the session in which it was passed, it shall be
assigned a | 9 | | Public Act number,
the first part of which shall be the number | 10 | | of the General
Assembly followed by a dash and then
a number | 11 | | showing the order in which that law was filed with the
| 12 | | Secretary of State.
The title page of each volume of the | 13 | | session laws shall
contain the following: "Printed
by the | 14 | | authority of the General Assembly of the State of
Illinois". | 15 | | The laws shall be arranged
by the Secretary of State and | 16 | | printed in the chronological order
of Public Act numbers. At | 17 | | the
end of each Act the dates when the Act was passed by the | 18 | | General
Assembly and when the Act
was approved by the Governor | 19 | | shall be stated. Any Act becoming law
without the approval of
| 20 | | the Governor shall be marked at its end in the session laws by | 21 | | the
printed certificate of the
Secretary of State. Executive | 22 | | orders taking effect under Article
V, Section 11 of the
| 23 | | Constitution and the Executive Reorganization Implementation | 24 | | Act
shall be printed in
chronological order of executive order | 25 | | number and shall state at
the end of each executive order
the | 26 | | date it was transmitted to the General Assembly and the date
it |

| 1 | | takes effect.
In the case of an amendatory Act, the changes | 2 | | made by the
amendatory Act shall be
indicated in the session | 3 | | laws in the following manner: (i) all
new matter shall be | 4 | | underscored; and (ii) all matter deleted by the amendatory
Act | 5 | | shall be shown crossed with a line.
The Secretary of State | 6 | | shall prepare and furnish a table of
contents and an index to | 7 | | each
volume of the session laws.
| 8 | | (g) Distribution. The bound volumes of the session laws of
| 9 | | the General Assembly or, upon agreement, an electronic copy of | 10 | | the bound volumes,
shall be made available to the following:
| 11 | | (1) one copy of each to each State officer, board,
| 12 | | commission, institution, and
department requesting a copy | 13 | | in accordance with a canvass conducted by
the Secretary of | 14 | | State before
the printing of the session laws except judges | 15 | | of the appellate
courts and judges and
associate judges of | 16 | | the circuit courts;
| 17 | | (2) 10 copies to the law library of the Supreme Court;
| 18 | | one copy each to the law
libraries of the appellate courts; | 19 | | and one copy to each of the
county law libraries or, in | 20 | | those counties without county
law libraries, one copy
to | 21 | | the clerk of the circuit court;
| 22 | | (3) one copy of each to each county clerk;
| 23 | | (4) 10 copies of each to the library of the University
| 24 | | of Illinois;
| 25 | | (5) 3 copies of each to the libraries of the University
| 26 | | of Illinois at Chicago,

| 1 | | Carbondale, Southern Illinois
University at Edwardsville,

| 9 | | (6) a number of copies sufficient for exchange purposes
| 10 | | to the Legislative
Reference Bureau and the University of | 11 | | Illinois College of Law
Library;
| 12 | | (7) a number of copies sufficient for public libraries
| 13 | | in the State to the State
Library; and
| 14 | | (8) the remainder shall be retained for
distribution as | 15 | | the interests of the
State may require to persons making | 16 | | application in writing or in
person for the publication.
| 17 | | (h) Messages and reports. The following shall be printed in
| 18 | | a quantity not to exceed
the maximum stated in this subsection | 19 | | and bound and distributed at
public expense:
| 20 | | (1) messages
to the General Assembly by the Governor, | 21 | | 10,000 copies;
| 22 | | (2) the
biennial report of the Lieutenant
Governor, | 23 | | 1,000 copies;
| 24 | | (3) the biennial report of the Secretary of
State, | 25 | | 3,000 copies;
| 26 | | (4) the biennial
report of the State Comptroller, 5,000 |

| 1 | | copies;
| 2 | | (5) the biennial report
of the State Treasurer, 3,000
| 3 | | copies;
| 4 | | (6) the annual report of the State Board of Education, | 5 | | 6,000
copies; and
| 6 | | (7) the biennial report
and annual opinions of the | 7 | | Attorney General, 5,000 copies.
| 8 | | The
reports of all other State
officers, boards, | 9 | | commissions, institutions, and departments shall
be printed, | 10 | | bound, and
distributed at public expense in a number of copies | 11 | | determined
from previous experience not to
exceed the probable | 12 | | and reasonable demands of the State therefor.
Any other report | 13 | | required
by law to be made to the Governor shall, upon his or | 14 | | her order, be
printed in the quantity
ordered by the Governor, | 15 | | bound and distributed at public expense.
