AMENDMENT TO SENATE BILL 3314

2    AMENDMENT NO. ______. Amend Senate Bill 3314 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Municipal Clerk Training Act is amended by
5changing Sections 1, 2, 3, and 4 as follows:
 
6    (65 ILCS 50/1)  (from Ch. 144, par. 61.51)
7    Sec. 1. The Municipal Clerk Training Institute Committee
8shall establish a Municipal Clerk Training Institute and
9designate the number of times each year the program provided
10for in this Act shall be offered by the Institute. The location
11or locations within the State at which the program shall be
12offered each year shall be fixed by the Municipal Clerk
13Training Institute Committee, provided that any location so
14fixed shall be on the campus of one or more of the colleges or
15universities represented on the Committee.

2    Sec. 2. There is created the Municipal Clerk Training
3Institute Committee composed of 5 municipal clerks or deputy
4clerks, appointed by the Governor as provided herein, and one 9
5ex-officio member members, designated by the governing board of
6any public college or university in this State at the request
7of the Executive Board of the Municipal Clerks of Illinois as
8provided herein, as a representative representatives of public
9colleges and universities in this State. Each member appointed
10by the Governor after the effective date of this amendatory Act
11of 1987 shall be a certified municipal clerk recommended by the
12Executive Board of the Municipal Clerks of Illinois and serving
13as a municipal clerk at the time he or she is so recommended
14and appointed. The 2 additional municipal clerks appointed
15pursuant to the provisions of this amendatory Act of 1987 both
16shall be appointed to serve until the third Monday in January,
171992, or until their successors are appointed and qualified. Of
18the 3 municipal clerks serving as members of the Committee on
19the effective date of this amendatory Act of 1987, they shall
20determine by agreement or by lot one who shall continue to so
21serve until the third Monday in January, 1989, a second who
22shall continue to so serve until the third Monday in January,
231990, and a third who shall continue to so serve until the
24third Monday in January, 1991; provided, that each shall serve
25until his or her successor is appointed and qualified. Each

1successor of any member appointed to the Committee as a
2municipal clerk or deputy clerk shall be appointed to serve for
3a 4 year term expiring on the third Monday in January, or until
4his or her successor is appointed and qualified. Any vacancy
5occurring in the office of a Committee member appointed by the
6Governor, whether by death, resignation or otherwise, shall be
7filled by appointment by the Governor from a recommendation or
8recommendations made by the Executive Board of the Municipal
9Clerks of Illinois, in the same manner as original
10appointments. A member appointed to fill a vacancy shall serve
11for the remainder of the unexpired term or until his or her
12successor is appointed and qualified. In the event the Governor
13refuses to appoint a municipal clerk or deputy clerk
14recommended by the Executive Board of the Municipal Clerks of
15Illinois to either a full term or, in cases of a vacancy, to
16the remainder of an unexpired term on the Committee, such
17Executive Board shall promptly recommend one or more additional
18qualified persons to the Governor for such appointment. The
19term of the ex-officio member may be designated by the
20governing board of any public college or university in this
21State at the request of the Executive Board of the Municipal
22Clerks of Illinois. The terms of the 3 committee members
23designated by the Board of Trustees of the University of
24Illinois and serving on the effective date of this amendatory
25Act of 1987 shall terminate on that effective date, and the 4
26ex-officio members designated pursuant to the provisions of

1this amendatory Act of 1987 shall be designated as follows: one
2representative of the University of Illinois designated by the
3Board of Trustees of that University; one representative of
4Southern Illinois University designated by the Board of
5Trustees of that University; one representative designated by
6the Board of Governors of State Colleges and Universities of
7the several universities and colleges under its governance; and
8one representative designated by the Board of Regents of the
9several Regency Universities under its jurisdiction. The terms
10of the 2 ex-officio members designated as representatives of
11the Board of Governors of State Colleges and Universities and
12the Board of Regents shall terminate on the effective date of
13this amendatory Act of 1995. The 2 ex-officio members whose
14terms are terminated by this amendatory Act of 1995 shall be
15replaced by 7 additional ex-officio members, one representing
16the Board of Trustees of Chicago State University, one
17representing the Board of Trustees of Eastern Illinois
18University, one representing the Board of Trustees of Governors
19State University, one representing the Board of Trustees of
20Illinois State University, one representing the Board of
21Trustees of Northeastern Illinois University, one representing
22the Board of Trustees of Northern Illinois University, and one
23representing the Board of Trustees of Western Illinois
24University. The 9 ex-officio member members representing the
25public colleges and universities shall serve in an advisory
26capacity to the members appointed by the Governor, and each

1such ex-officio member shall serve at the pleasure of the
2governing board designating them to membership on the
3Committee. Members of the Committee shall serve without
4compensation.

7    Sec. 3. The Committee shall develop the curriculum for the
8Municipal Clerk Training Institute and include such subjects
9and courses as will provide methods for maintaining the
10services of municipal clerks or deputy clerks at a level
11consistent with the needs of the municipality and the public.
12The subjects selected shall include, but are not limited to, a
13study of the Illinois Municipal Code, parliamentary procedure,
14office management and the preparation of agendas, minutes and
15records.

18    Sec. 4. Each year, the The Institute shall offer (i) a
19course of at least 5 one-day sessions one week's duration which
20may be attended by municipal clerks or deputy clerks who have
21been newly appointed or elected to office, and (ii) an advanced
22a refresher course each year of at least 2 one-day sessions 2
23days' duration which may be attended by all other municipal
24clerks or deputy clerks. Attendance at courses offered by the

1Institute shall be restricted to municipal clerks and their
2deputies.
