SYNOPSIS AS INTRODUCED:
 
10 ILCS 5/1-25 new

    Amends the Election Code. Authorizes the Secretary of State to share information or data with any other state in order to maintain a state-wide centralized registration system. Authorizes the Secretary of State to share the voter registration information with a nonpartisan third party vendor as specified.

1    AN ACT concerning elections.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Election Code is amended by adding Section
51-25 as follows:
 
6    (10 ILCS 5/1-25 new)
7    Sec. 1-25. Voter registration data sharing.
8    (a) The Secretary of State may enter into an agreement to
9share information or data with any other state in order to
10maintain a state-wide centralized voter registration system.
11If an agency of this State, another state, or the federal
12government provides the Secretary of State with information or
13data to be used to maintain a centralized voter registration
14system, the Secretary of State shall (1) not use that
15information or data, except to maintain the system and (2)
16ensure that the information or data is held confidential if the
17information or data, while in the possession of such other
18agency or state or federal government, as applicable, was
19required to be held confidential, except as provided for in
20subsection (b) of this Section.
21    (b) The Secretary of State may provide this voter
22registration information or data to a nonpartisan third party
23vendor for the purpose of maintaining a state-wide centralized

1voter registration system, provided that the vendor's
2activities are performed under the supervision of the Secretary
3of State and the vendor has entered into an agreement to
4protect the confidentiality of the voter registration
5information or data.
