| 2 | | WHEREAS, The members of the Illinois Senate are saddened to | 3 | | learn of the death of Mark Keane of Sedona, Arizona, Oak Park's | 4 | | first village manager, who passed away on April 12, 2013; and
| 5 | | WHEREAS, Mark Keane was born in Chicago and graduated from | 6 | | Purdue University with a degree in public service engineering; | 7 | | he married Carolyn Mims at Camp Shelby, Mississippi; he served | 8 | | in the U.S. Army in World War II, achieving the rank of | 9 | | captain; he was deployed in both Italy and north Africa; and | 10 | | WHEREAS, Mark Keane began his time as Oak Park village | 11 | | manager in 1953 when the village switched governmental formats; | 12 | | and
| 13 | | WHEREAS, Mark Keane played a vital role in establishing | 14 | | professional city management both in his work in his community | 15 | | and as a deputy assistant secretary in the Federal Housing and | 16 | | Urban Development Department under President Lyndon Johnson; | 17 | | he served as executive director of the International City | 18 | | Management Association for 15 years; he left Oak Park in 1962 | 19 | | to become the city manager of the rapidly growing city of | 20 | | Tucson, Arizona; and
| 21 | | WHEREAS, Mark Keane felt his greatest accomplishment as Oak |

| 1 | | Park village manager was saving the trees of Oak Park by hiring | 2 | | a professional village forester just as Dutch Elm Disease was | 3 | | beginning to take its massive toll on Oak Park's urban forest; | 4 | | and
| 5 | | WHEREAS, Mark Keane last visited Oak Park in 2003 when the | 6 | | village celebrated a half-century of the village manager form | 7 | | of government; he served as the grand marshal of the 4th of | 8 | | July parade; and | 9 | | WHEREAS, Mark Keane was preceded in death by his first | 10 | | wife, Carolyn, who died in 1977, and his children, Paul and | 11 | | Mark Jr.; and
| 12 | | WHEREAS, Mark Keane is survived by his second wife, Judith | 13 | | (nee Mohr), whom he married in 1981; his children, Dan, Dennis, | 14 | | Brian, Peter, Mary, Barry, Nancy, Mark, and Monty; his 19 | 15 | | grandchildren; and 9 great-grandchildren; therefore, be it
| 16 | | RESOLVED, BY THE SENATE OF THE NINETY-EIGHTH GENERAL | 17 | | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of | 18 | | Mark Keane, and extend our sincere condolences to his family, | 19 | | friends, and all who knew and loved him; and be it further
