| 2 | | WHEREAS, The members of the Illinois Senate wish to honor | 3 | | the life of former State Representative Frederick Harris Rowe | 4 | | of Jacksonville, who passed away on September 8, 2013; and
| 5 | | WHEREAS, Harris Rowe was born on November 10, 1923 in | 6 | | Jacksonville; he married the love of his life, Alice Mary | 7 | | Crabtree, on December 22, 1954 in Jacksonville; he was educated | 8 | | in the Jacksonville school system and graduated from | 9 | | Jacksonville High School with the Class of 1941; and
| 10 | | WHEREAS, During World War II, Harris Rowe served in the | 11 | | United States Army Air Corps and served in the South Pacific | 12 | | Theater; he subsequently earned his Bachelor of Arts degree | 13 | | from Illinois College in Jacksonville and his Juris Doctorate | 14 | | from Northwestern University Law School; and
| 15 | | WHEREAS, After receiving his law degree in 1950, Harris | 16 | | Rowe joined his father in the administration of Central | 17 | | National Life Insurance Company, where he served as secretary | 18 | | and treasurer; after the death of his father, he served as | 19 | | president and CEO of the company until his retirement in 1986, | 20 | | when he co-founded Rowe, Henry, and Deal; and
| 21 | | WHEREAS, In addition to his successful career as a |

| 1 | | businessman, Harris Rowe held many leadership positions within | 2 | | his community, including chairman of the Board of Trustees of | 3 | | MacMurray College, chairman of the Board of Trustees of | 4 | | Southern Illinois University at Carbondale, director of the | 5 | | Illinois State Chamber of Commerce, president of the | 6 | | Jacksonville Chamber of Commerce, president of the | 7 | | Jacksonville Kiwanis Club, and a member of the Morgan County, | 8 | | Illinois, and American Bar Associations; and
| 9 | | WHEREAS, When Harris Rowe was in junior high, he contracted | 10 | | polio; as a survivor, he served as chairman of the Morgan | 11 | | County Chapter of the National Polio Foundation for many years; | 12 | | and | 13 | | WHEREAS, Harris Rowe also had a love of politics which was | 14 | | instilled in him through his father, Richard Yates Rowe, who | 15 | | served as State Treasurer and Secretary of State, and his | 16 | | great-uncles, Illinois Governors Richard Yates and Richard | 17 | | Yates, Jr.; and | 18 | | WHEREAS, The political career of Harris Rowe includes 35 | 19 | | years as precinct committeeman, 28 years as chairman of the | 20 | | Morgan County Republican Central Committee, and 8 years as | 21 | | alderman for the City of Jacksonville; he served as State | 22 | | Representative of the 49th District in the Illinois General | 23 | | Assembly with the Republican Caucus for 6 years; he was also |

| 1 | | one of 59 successful Republican candidates on the State-wide | 2 | | at-large ballot in 1964 and was the Republican candidate for | 3 | | State Treasurer in 1966; and | 4 | | WHEREAS, Harris Rowe served as director of the Young | 5 | | Republicans organization and was elected as a delegate to the | 6 | | Republican National Convention in 1968 and 1976; and | 7 | | WHEREAS, Harris Rowe was preceded in death by his parents | 8 | | and his brother and sister-in-law, Richard Y. Rowe, Jr. and | 9 | | Cranston Laningham Rowe; and | 10 | | WHEREAS, Harris Rowe is survived by his daughters, Sarah | 11 | | "Sally" Rowe, Mary (Joe Racey) Henry, Millicent "Millie" | 12 | | (Harmon) Deal, and Julie Rowe; his grandchildren, Harris Cole | 13 | | Henry, Margaret Henry York (Adam), Madeline Henry, Annie Deal, | 14 | | Lucy Deal, Carter Lockman, and Samuel Lockman; his | 15 | | great-grandchildren, Finley and Henry York; his sister, Sally | 16 | | Rowe (William S.) Kanaga; and his many nieces and nephews; | 17 | | therefore, be it
| 18 | | RESOLVED, BY THE SENATE OF THE NINETY-EIGHTH GENERAL | 19 | | ASSEMBLY OF THE STATE OF ILLINOIS, that we, along with his | 20 | | family and friends, mourn the passing of Frederick Harris Rowe; | 21 | | and be it further
