| 2 | | WHEREAS, The members of the Illinois Senate are saddened to | 3 | | learn of the death of Charles H. Kelley, Jr. of Sparta, who | 4 | | passed away on November 18, 2014; and
| 5 | | WHEREAS, Charles Kelley, Jr. was born in Belleville on | 6 | | November 2, 1955 to Charles H. and Mary (nee Grimm) Kelley; he | 7 | | married Deborah Farthing on September 19, 1975 in Coulterville; | 8 | | and
| 9 | | WHEREAS, Charles Kelley, Jr. was a paramedic and, in 1981, | 10 | | he founded MedStar Ambulance, Inc., which he took from having | 11 | | only 2 full-time employees to having 179 employees today, 127 | 12 | | of which are full-time; he also served as mayor of Sparta; and
| 13 | | WHEREAS, Charles Kelley, Jr. was a former member of the | 14 | | Board of Directors of the American Ambulance Association and | 15 | | the Board of Directors of the Illinois State
Ambulance | 16 | | Association; he was a member of the Sparta Rotary Club, First | 17 | | United Methodist Church in Sparta, the Sparta Area Chamber of
| 18 | | Commerce, the Fraternal Order of Eagles Aerie #3059, Southern | 19 | | Illinois Chapter 32 of the International Harvester Collectors, | 20 | | the
Southwestern Illinois Council of Mayors Association, and | 21 | | the Sparta Lions Club, where was a former President; he was a
| 22 | | founding Board Member of the Randolph County 911 Board and was |

| 1 | | also a member of the Sparta Fire
Department, from which he was | 2 | | retired; and
| 3 | | WHEREAS, Charles Kelley, Jr. was preceded in death by his | 4 | | parents; and
| 5 | | WHEREAS, Charles Kelley, Jr. is survived by his wife, | 6 | | Deborah;
his children, Charles R. (Amy) Kelley and Michael R.
| 7 | | (Kendra) Kelley; his grandchildren, Victoria Kelley,
Matthew | 8 | | Kelley, Andrew Kelley, and Jayden Kelley; and his brother,
John | 9 | | Kelley, Sr.; therefore, be it
| 10 | | RESOLVED, BY THE SENATE OF THE NINETY-EIGHTH GENERAL | 11 | | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of | 12 | | Charles H. Kelley, Jr., and extend our sincere condolences to | 13 | | his family, friends, and all who knew and loved him; and be it | 14 | | further
| 15 | | RESOLVED, That a suitable copy of this resolution be | 16 | | presented to the family of Charles Kelley, Jr. as an expression | 17 | | of our deepest sympathy.
