AMENDMENT TO HOUSE BILL 500

2    AMENDMENT NO. ______. Amend House Bill 500, AS AMENDED,
3with reference to page and line numbers of Senate Amendment No.
42, by replacing line 23 on page 23 through line 24 of page 24
5with the following:
 
6        "In addition to coronal polishing and pit and fissure
7    sealants as described in this item (7), a dental assistant
8    who has at least 2,000 hours of clinical experience and who
9    has successfully completed a training program approved by
10    rule by the Department may perform: (A) coronal scaling
11    above the gum line, supragingivally, on the clinical crown
12    of the tooth only on patients 12 years of age or younger
13    who have an absence of periodontal disease and who are not
14    medically compromised or individuals with special needs
15    and (B) intracoronal temporization of a tooth. The training
16    program approved by the Department must: (I) include a
17    minimum of 16 hours of instruction in both didactic and

1    clinical manikin or human subject instruction; all
2    training programs shall include courses in dental anatomy,
3    public health dentistry, medical history, dental
4    emergencies, and managing the pediatric patient; (II)
5    include an outcome assessment examination that
6    demonstrates competency; (III) require the supervising
7    dentist to observe and approve the completion of 6 full
8    mouth supragingival scaling procedures; and (IV) issue a
9    certificate of completion of the training program, which
10    must be kept on file at the dental office. A dental
11    assistant must have successfully completed an approved
12    coronal polishing course prior to taking the coronal
13    scaling course. A dental assistant performing these
14    functions shall be limited to the use of hand instruments
15    only. In addition, coronal scaling as described in this
16    paragraph shall only be utilized on patients who are
17    eligible for Medicaid or who are uninsured and whose
18    household income is not greater than 200% of the federal
19    poverty level. A dentist may not supervise more than 2
20    dental assistants at any one time for the task of coronal
21    scaling. This paragraph is inoperative on and after January
22    1, 2021.".
