Amends the Illinois Enterprise Zone Act. Provides that in a zone designated by a single municipality or county, the Zone Administrator must be an officer or employee of that municipality or county. Provides that in a zone designated by multiple municipalities or counties, the local governing body of that zone may select an officer or employee of a participating municipality or county as its Zone Administrator, or the governing body may conduct a competitive Request for Proposals process to select a person or organization experienced in economic development to be its Zone Administrator.

| 1 | | AN ACT concerning government.
| 2 | | Be it enacted by the People of the State of Illinois,
| 3 | | represented in the General Assembly:
| 4 | | Section 5. The Illinois Enterprise Zone Act is amended by | 5 | | changing Section 8 as follows:
| 6 | | (20 ILCS 655/8) (from Ch. 67 1/2, par. 612)
| 7 | | Sec. 8. Zone Administration. The administration of an | 8 | | Enterprise Zone
shall be under the jurisdiction of the | 9 | | designating municipality or county.
Each designating | 10 | | municipality or county shall, by ordinance, designate a
Zone | 11 | | Administrator for the certified zones within its jurisdiction. | 12 | | In a zone designated by a single municipality or county, the A | 13 | | Zone
Administrator must be an officer or employee of that the | 14 | | municipality or county. In a Zone designated by multiple | 15 | | municipalities or counties, the local governing body of that | 16 | | zone may select an officer or employee of a participating | 17 | | municipality or county as its Zone Administrator, or the | 18 | | governing body may conduct a competitive Request for Proposals | 19 | | process to select a person or organization experienced in | 20 | | economic development to be its Zone Administrator.

qualified under paragraph (d) of Section 3 | 4 | | to be designated zone organizations
for purposes
of this Act. | 5 | | The municipality or county, may, by ordinance, delegate | 6 | | functions
within an Enterprise Zone to one or more designated | 7 | | zone organizations in such zones.
| 8 | | Subject to the necessary governmental authorizations, | 9 | | designated zone
organizations
may provide the following | 10 | | services or perform the following functions in
coordination | 11 | | with the municipality or county:
| 12 | | (a) Provide or contract for provision of public services | 13 | | including, but
not limited to:
| 14 | | (1) establishment of crime watch patrols within zone | 15 | | neighborhoods;
| 16 | | (2) establishment of volunteer day care centers;
| 17 | | (3) organization of recreational activities for zone | 18 | | area youth;
| 19 | | (4) garbage collection;
| 20 | | (5) street maintenance and improvements;
| 21 | | (6) bridge maintenance and improvements;
| 22 | | (7) maintenance and improvement of water and sewer | 23 | | lines;
| 24 | | (8) energy conservation projects;
| 25 | | (9) health and clinic services;
| 26 | | (10) drug abuse programs;

| 1 | | (11) senior citizen assistance programs;
| 2 | | (12) park maintenance;
| 3 | | (13) rehabilitation, renovation, and operation and | 4 | | maintenance of low and
moderate income housing; and
| 5 | | (14) other types of public services as provided by law | 6 | | or
regulation.
| 7 | | (b) Exercise authority for the enforcement of any code, | 8 | | permit, or licensing
procedure within an Enterprise Zone.
| 9 | | (c) Provide a forum for business, labor and government | 10 | | action on zone
innovations.
| 11 | | (d) Apply for regulatory relief as provided in Section 8 of | 12 | | this
Act.
| 13 | | (e) Receive title to publicly owned land.
| 14 | | (f) Perform such other functions as the responsible | 15 | | government entity
may deem appropriate, including offerings | 16 | | and contracts for insurance with
businesses within the Zone.
| 17 | | (g) Agree with local governments to provide such public | 18 | | services within
the zones by contracting with private firms and | 19 | | organizations, where feasible
and prudent.
| 20 | | (h) Solicit and receive contributions to improve the | 21 | | quality of life in
the Enterprise Zone.
