Amends the Public Utilities Act. Requires the Illinois Commerce Commission to conduct at least one workshop and issue a report concerning how the development and construction of microgrids could strengthen and enhance the electric grid through reliance on the diverse supply options being connected to the grid by traditional suppliers and new market participants, such as the electric utilities' customers. Specifies objectives for the workshop and report. Defines "microgrid". Provides for repeal of the provisions on January 1, 2017. Effective immediately.

2 | | Be it enacted by the People of the State of Illinois,
|
3 | | represented in the General Assembly:
|
4 | | Section 5. The Public Utilities Act is amended by adding |
5 | | Section 16-108.9 as follows: |
6 | | (220 ILCS 5/16-108.9 new) |
7 | | Sec. 16-108.9. Microgrid study. No later than June 30, |
8 | | 2016, the Commission shall conduct at least one workshop and |
9 | | issue a report concerning how the development and construction |
10 | | of microgrids could strengthen and enhance the electric grid |
11 | | through reliance on the diverse supply options being connected |
12 | | to the grid by traditional suppliers and new market |
13 | | participants, such as the electric utilities' customers. The |
14 | | workshop and report should explore a variety of objectives, |
15 | | including, but not limited to: (i) cost-effective alternatives |
16 | | to upgrading the electric grid, (ii) ways to improve electric |
17 | | grid resiliency and outage management for critical facilities |
18 | | and customers, thereby reducing the frequency, duration, and |
19 | | cost of major outages, (iii) how to improve the safety and |
20 | | security of critical electric infrastructure, including cyber |
21 | | security, for the benefit of the public, and (iv) ways to |
22 | | promote sustainability through the dispatch of renewable |
23 | | energy resources and greenhouse gas emissions reductions. |
