on page 1, by replacing line 10 with the following:

"(a) Subject to appropriation, the Department shall:"; and

on page 1, line 23, after "shall also", by inserting ",subject to appropriation,"; and

on page 2, line 16, after "shall also", by inserting ",subject to appropriation,".
